After review of Ms. [redacted]’s complaint and statements, Trover is glad to have the opportunity to explain who we are and why we have contacted her mother. 3. In this case, Trover’s client is [redacted] (“[redacted]”). Ms. [redacted]’s mother’s insurance is through [redacted] of Texas, a division of [redacted]. Trover is acting as an agent of [redacted] to provide investigative services designed to determine if [redacted] has a subrogation right. [redacted] Texas’ insurance contracts with its insureds expressly allow them to subcontract their rights to pursue potential subrogation claims. 4. After receiving and processing data files of paid claims provided by insurance companies (like [redacted] of Texas), Trover analyzes those files to identify claims with potential subrogation rights. Trover’s process involves sending letters to members in order to facilitate the exchange of information between the member and Trover customer service to verify details related to causation of the injury for which certain medical claims paid and processed through insurance. 5. While [redacted] TX (and Trover) knows that medical services were provided, they have NO information as to the cause of the injury or whether there might be a third party liable for the injuries suffered by the member. The information requested by Trover from Ms. [redacted]’s mother is supplemental to the information that has already been filed with the original claim for coverage. That contact was on behalf of [redacted] TX, and at their request. 6. Trover apologizes if Ms. [redacted] or her mother misunderstood Trover’s role and potentially misinterpreted the attempts to obtain additional information. The inquiry is simply an attempt to gather information on behalf of her health insurance company. Trover is not a bogus company or a fraud or scam. In fact, Trover’s services allow health insurance companies to be reimbursed by responsible parties for claims paid on injuries that are the responsibility of third parties. These recoveries act to reduce insurance premiums.

Trover’s letters are not phoney, are not phishing, are not attempting identity theft, and are not an attempt to collect a debt. Hopefully this explanation will operate to clarify who Trover is and how we are contacting him on behalf of [redacted] of Massachusetts (“[redacted]”). 2. Trover is a duly organized corporation under the laws of the state of Delaware and is validly authorized to do business in all fifty states, including Massachusetts. Trover is a legitimate business engaged by Mr. [redacted]’s health insurance company [redacted]. Trover is an accredited Revdex.com member with an A+ rating. 3. Trover is an insurance subrogation firm providing services to a number of the nation’s largest health plans. Trover is legally and contractually allowed to contact the member to make certain information requests. In this case, Trover is not using [redacted] as a cover. Trover provides services for [redacted] pursuant to a contract between the two companies. The information requested by Trover from the [redacted] member is supplemental to the information that has already been filed with the original claim for coverage. After receiving and processing data files of paid claims provided by [redacted], Trover analyzes those files to identify claims with potential subrogation rights. Trover’s process involves sending letters to [redacted] members in order to facilitate the exchange of information between the member and Trover customer service to verify details related to the medical claims paid and processed through [redacted]. 5. With regard to Mr. [redacted], it appears that the facts are as follows: • The Member has been sent at least one (1) letter requesting that he contact our customer service department to discuss treatment rendered to someone in his family. • Trover received a call from Mr. [redacted] and was informed that the treatment rendered involved his son. However, Trover did not obtain the basic information on the cause of the injuries/illnesses for which his son received treatment. • Trover is not seeking money from Mr. [redacted] or his family. Rather, Trover, on behalf of [redacted] is simply seeking information for which it is legally entitled. • A simple response on Trover’s website (www.troversolutions.com) or a short follow up call to the customer service number listed on the letter by Mr. [redacted] or his child (if of legal age) would quickly resolve this matter and enable Trover to likely close its file. 6. Trover is not a fraud or a scam. In fact, Trover’s services allow health insurance companies to be reimbursed by responsible parties for claims paid on injuries that are the responsibility of third parties. These recoveries act to reduce insurance premiums.

If this company was appointed by Mother's insurance company, they would have had her account information on the letter instead of an attempt to have her contact them using an event number.   This could be very confusing for the average senior citizen, however, she is not.  I'm reporting this to protect others.   The letter head was very poor and unprofessional.  Please explain why mail from Kentucky was metered in [redacted].   I need to understand that before I can let this go.  Maybe there is a scam on [redacted] that needs investigation or [redacted] Hospital.

initial letter was sent to the responsible party on 10/27/17. The 3rd party, [redacted], contacted [redacted] and stated that she (Ms [redacted]) got out and took pictures and didn’t see any damages to the insured's vehicle. Ms [redacted] requested [redacted] send her pictures of the damages and a statement from the AO adjuster who adjusted the claim verifying damages were caused from this loss. However, there are no photos in our file documents or in the supporting documents [redacted] received from Auto Owners.  [redacted] did not send a suspension request to the Indiana DMV,  It appears that in this state if an accident occurs and the police report notes the responsible party did not have the state required liability insurance. they will automatically suspend their driver’s license.  After Ms. [redacted] refused to pay the damages, since we could not send her damage photos, the file has since moved to a outside collections vendor ([redacted] and Associates) who has the file in active collections. If Ms. [redacted] doesn't have the documentation, she can contact Wilbur and receive documentation of the full amount owed (including the loss notice, the rental invoice, the damage estimate that Auto Owner's sent to [redacted] for auditing, and their complete audit report of the damages). The total of the damages presented is $1653.61 (which includes the insured’s $1000 deductible).

Calls are often recorded for training purposes, however, after 30 days, any recordings are destroyed.  As such, Ms. [redacted]'s recording is no longer available.  Trover maintains notes in the electronic file of the contact made and any responses from the responding member.The response made to Ms. [redacted] was not generic, but in fact generated directly in response to her specific complaint after reading the complaint and analyzing her file in order to determine the facts and circumstances of her file in light of her complaint.  Trover would be happy to provide more information if Ms. [redacted] still has questions, however, we believe that we have directly addressed all of her questions and concerns.

Upon a review, Equian confirms that claim number [redacted] and the other claim related to member [redacted] regarding the date of injury at issue have both been closed.

 I have talked to the insurance company and told them I have no other insurance other than Medicare Part A. According to my account online the insurance has been paid except for my part. It appears that this issue has been resolved and no further action is needed.

the laws of the state of Delaware and is validly authorized to do business in Kentucky, Ohio (and most every other state in the United States). 
2.  Trover is an insurance subrogation company who provides subrogation related services to a number of the nation’s largest health plans.  In this case, Trover was providing subrogation services to its client related to an auto accident involving Ms. [redacted]. 
3.  It appears that Ms. [redacted] was driving the car of a friend, Ms. [redacted], and hit the vehicle of an insured of a Trover client.  Neither Ms. [redacted] nor Ms. [redacted] had insurance on the at fault vehicle.  As a result of the accident, the original amount due was $6054.41. 
4. Trover representatives went back and forth with Ms. [redacted] and Ms. [redacted] as they were both responsible parties.  While it appears that there was an error with the calculation of the original amount due, that error was fixed and both individuals were notified of the amount due.  Both individuals agreed to pay down payments, which didn’t occur.  Then they agreed to pay $500.00 down (over a 3-month period), but that also failed to occur. 
5.  At no point was a formal agreement executed between any of the parties here, everything was verbal and by email.  To our knowledge, there have been sporadic payments between the two persons that result in approximately $4,789.41 being still due.  Due to our inability to recover the sums due, this file was deemed “failure to pay” and referred to our outside collection group. 
6.  The sums due are valid, no consistent payments were received, and the file was assigned to and is being handled by [redacted] (1-[redacted]) and is no longer in our control.

In order to keep healthcare costs low for all members, [redacted] has contracted with Trover to review medical services provided and/or paid claims that may have been the result of an accident or injury to determine whether another party or insurer should be responsible for the cost of the treatment (Third Party Liability or TPL). [redacted]’s expertise is in providing quality medical care. Trover’s expertise is in providing identification and recovery services for TPL. 3. With regard to Mr. [redacted], the facts are as follows: • Mr. [redacted] did not provide the file number in his complaint; however, we believe that we have located his file. However, it appears that we have sent out 2 inquiry letters to the address we have been provided by [redacted] to see if on 6/03/2015 Mr. [redacted] was treated for anything related to a third party accident. The Member has been sent letters requesting that he contact our customer service department to discuss the treatment rendered. As of this date, no response has been received by Trover.  If he does not recognize the provider, a simple phone call will easily resolve and end this matter. • The reason the Member does not recognize Trover is because Trover is a contractor FOR [redacted] provided Trover with certain information (as is their right under the law and pursuant to their health insurance contract with Mr. [redacted]. Trover now simply requests some very minor information related to the cause of the injury treated at [redacted]’s facility. • The member can respond to Trover in one of two easy ways: 1) respond via Trover’s online secure website at any time of the day or night or 2) call Trover’s customer service department during extended business hours M – T, regular business hours on Friday and abbreviated hours on Saturday. Trover commits to keeping the conversation brief/to the point and asking only those questions necessary to determine whether a third party liability claim exists. 4. Trover apologizes for any confusion that may have occurred upon receipt of our written correspondence. As outlined above, Trover’s contact letters are not phoney, are not phishing, are not an attempt to at identity theft, and are not an attempt to collect a debt. Trover is simply requesting information related to the need for medical services already provided. Hopefully this explanation will operate to clarify who Trover is, how we represent [redacted]’s potential rights of reimbursement, and Member’s obligation to cooperate. 5. Trover is a Business Associate of [redacted], as defined by the Health Insurance Portability and Accountability Act of 1996 (HIPAA) Privacy Rule. A Business Associate is a party with whom a covered entity like [redacted] can share confidential protected information under certain specific circumstances. The signed Business Associate agreement between Trover and [redacted] ensures that both parties fully comply with the HIPAA Privacy Rule and that Trover discloses only the minimum information necessary to carry out the work it has been contracted to do for [redacted].

I don't even have [redacted] insurance,  and I can offer no help of information  I refuse to contact any of their services based on their correspondence is in contrast to their statement their letters are a threatening nature that if I don't respond it  Will be turned over to a credit agency with attorneys name's on the top of the correspondence, that is unacceptable. Close the file, and move on.

We appreciate the extra effort made by Mr. [redacted] to provide additional information in order to assist us in locating the file.  However, despite the provided information, we are unable to find anything that allows me to assist him. 
He states that “Trover & Associates” is calling him.  Our company is [redacted], it was formally known as Trover Solutions, but never Trover & Associates.
He states that the caller’s name is “[redacted]”.  We have no current or former employees with that name. 
He states that the case name and number that is quoted to him is in reference to a [redacted] / Case # CA [redacted].  We have no file under that name and no files using that type of case number reference. 
We also searched our files and databases for his name / address / phone number, all to no avail. 
Based on our inability to find anything in our systems, it is impossible for us to attempt to remedy his complaint. 
I suggest that if he ever gets another call, please record the phone number from his caller ID and provide that to us.  Also, if he will request to speak with a supervisor, we always grant such a request. 
However, I can’t stop contact when I can’t find any record of contact being made.  I sincerely apologize for Mr. [redacted]’s frustration.  If he gets any more or different information, please so notify us.
