July 8, To Whom If May Concern,In response to case ID # [redacted] ! have reviewed the PSC Rule 4.2aand it states “After a customer has paid bills for service for twelve (12) consecutive months without delinquency the utility shall promptly and automatically refund the deposit plus accrued interestCalculation of the above twelve (12) month period shall commence from the first regular payment or following the payment of a delinquent bill or bills”I understand the frustration of the situation but we are just following rules set in place by the PSC who is our governing body so to speak.We service over 25,customers and do not keep track of each individual one to see if they are possibly going to be late paying their bill so that we can waste time and money to hang a notice on their doorDoing things like that would increase a customer’s bill and that is not our responsibility to keep track of when a customer pays his /her bills.I have spoken to our Office Manager and she is willing to force the computer system to credit the account the next billing cycle that goes out on July 15, The credit of the $140.,plus interest will appear on the customer's binI hope this issue will be resolved at this timeI feel we have more important things to occupy our time at this moment.Sincerely,

June 20, Dear *** ***,I am writing in response to your last message regarding my case ID # ***I would like you to reverse the situation and put yourself in my shoes for oncedLike I stated in my original letter to you and *** *** *** of the Revdex.com I paid my bill months in a rowWhy would I intentionally not pay my last bill in order not to receive my deposit?? The only explanation to this is that the Berkeley County Water Department did this maliciously with great intentionsThe Bill was never mailed! I live in a town home sub division so how easy could it have been to put a notice on my door reminding me that you have five or so days to pay your bill in order to receive your deposit backBeause You mail out and place notices on doors for being late so why dont you place reminders on doors so that paying customers can pay their bills on timeCommon courstesy...thats all it is to run a successful business!!! You and I both know that the mail is not percent??
I am asking you politely again to refund my to me asapOne more question Its just not good business practices to intentionally keep customers deposit on purposeI would like to know what business college in this country would agree with your actions regarding this situation?? Please respond with Info.Not receiving my deposit will force me take further aptions regarding the Berkeley County Water Dept discriminatory actions against me !! June 5, 2014To Whom It May Concern,Our policy is to collect a security deposit from a customer that has never done business with us regardless of their credit scare. We do not obtain a credit report for any of our customers. We do however credit back to a customer after 12...

consecutive payments of on time history their deposit plus interest. The said ID of [redacted] opened the account on February 12, 2013 with said deposit. The first bill to the customer was not until March 12, 2013.We bill monthly and per the PSC in [redacted] WV our bills are due upon receipt in the home. The customer has 20 days to make his/her payment, the bill is considered late on the 21st day and a 10% penalty is applied and a termination is then mailed to customer allowing for 10 more days to make a payment before we would terminate the service. We do make two attempts to contact customer prior to the termination per the PSC.The said ID [redacted] customer was late on a payment for the bill that was mailed on January 10, 2014 and was due on February 3, 2014 by 4:30 close of business, this payment was never made until February 7, 2014. A penalty was assessed on the account and the 12 consecutive payment policy starts ah over again.

Review: I purchased a brand new town home in Berkeley County West Virginia on Feb 1 2013. At this time the Berkeley County water district wanted a 140.00 deposit before they would turn my water on. Even though my credit score was 780. So I complied....they said that would refund my money a year later after paying on time. I paid on time every month ( have receipts that I was never late. So after Feb 1st 2014 arrived and no money was returned to me I decided to go in the office and ask for it politely. They still gave me the run around. I then sent them a email in April asking for my 140.00 or I was going to write the Revdex.com. Never heard anything from anyone. Please help me with this matter. I am asking for my 140.00 plus interest every day after Feb 1st 2014!!! Thanks for your time.. [redacted]Desired Settlement: Refund my 140.00 plus interest from Feb 1st 2014
