Hired to put in all new plumbing, replacing all PVC plumbing. Experienced another plumbing leak and found contractor had not replaced an area of PVC.We hired Chapel Hill Construction to replace all PVC original plumbing in 1200 sq. ft townhouse that our daughter, [redacted] owns at a cost of $4,600.00. The date of our contract was 6/2/14 and the contractor was paid in full.On May 21st, [redacted] came home after being out for about 3 hours and found water coming up through the laminate floor in the hall leading into the master bedroom. We called a plumber who came in about an hour from the time called (9:30pm). The water was turned off at the main and the location of the leak was identified after tearing out drywall. The leak was in a section of the original PVC piping that had never been replaced. We called both [redacted] and [redacted], owners of Chapel Hill Construction, left messages describing what had happened and to please call ASAP. We did get a call back until 2 days later. Both Mr. [redacted] and [redacted] came out the following Tuesday. They were shown the PVC piping that failed. They said they would have a plumbing come to look. The following day my husband met the plumber. He said he could repair the leak at our cost, that Chapel Hill Construction would not pay. We sent an email on June 1st to both owners asking them to inform us when they would be finishing the job they were hired to do and to repair flooring and drywall that was damaged from the leak. We have not had any response as of this complaint. We hired [redacted] to make the repair at the leak and to advise us what was needed to finish replacing the rest of the plumbing. [redacted] with [redacted] informed us that the pipe coming into the house was in the concrete slab. Chapel Hill Construction never informed us that the line was in concrete, we assumed it came in through the attic and were told that ALL PVC had been replaced and no PVC was in the house.Desired SettlementWe are asking Chapel Hill Construction to finish the replacement of plumbing and all damage that resulted to the flooring and drywall. We have received an estimate from another plumbing company to route the new plumbing either through the concrete slab, which will damage another area of existing floor, or run the new plumbing up through the outside wall and into the attic. Business Response Chapel Hill construction completed the work that was in our contract.None of our work leaked. Mr [redacted] Hired another plumber to install a shout off valve that was connected to the pipe in the concrete. Our contact was to replace all plumbing to that shut off, which we did.We asked about changing the pipe that goes to the street and Mr. [redacted] did not want to incur those costs. We are not responsible for that connection, the plumber that did the work is.Consumer Response We did not hire another plumber, no one has touched the plumbing after Chapel Hill Construction was hire to replace all the poly plumbing. The second shut off valve was put in long before we hired Chapel Hill Construction to replace all plumbing. We can prove when that shut off valve was installed. Chapel Hill construction would love to try to pin this on another plumber not hired by them, but this is not the case. In fact we were told that they (Chapel Hill Construction), fired one plumber for making too many holes in the sheetrock and had to hire another one. We have our facts in writing and will be presenting our evidence in small claims court. [redacted]Final Business Response This is from the customer."The second shut off valve was put in long before we hired Chapel Hill Construction to replace all plumbingIt doesn't matter when he hired the other plumber. We did not install the shutoff valve to the feed line from the street. The other plumber did. I did not fire another plumber.
