I am in receipt of the above referenced complaint from *** ***I can appreciate the concerns of *** *** with regards to the charges for tuition while she was enrolled at Chester Career CollegeIt is of utmost importance to me that the
school is fair and equitable with each studentHowever. it is the school's position that *** *** was fairly charged, and that she was well informed of her tuition expenses
*** *** was enrolled beginning October 12, 3,February 13, and re-enrolled October 15,2013-April 5, Respectively, she withdrew, for medical reasons on February 13, and April 5, *** *** completed the first semester of the LPN Program and a position of the second semester
Tuition is charged per the enrollment agreement which details the cost for the student's program; the Cancellation and Refund policy details specifically the percentage of tuition that the student will be charged based upon the length of his or her enrollment.
Upon enrollment all students meet with a financial aid representative to determine their financial aid eligibility and needsBased upon information provided by *** *** her award eligibility was determined and itemized in the Award LetterThe award letter is reviewed with tire student directly and the student must sign the award letter to accept the loan eligibility as determined by information he or she provides to the government when application for aid is made
Based upon her actual tuition charges for the time periods she was enrolled a total of $was distributed to Chester Career College from *** ***. According to the *** *** *** *** *** ***, the estimated outstanding principle loan balance that she has incurred during her enrollment is $not including interest and fees charged by *** *** *** complaint indicates that she incurred student loan debt in the amount of $10,during her enrollment at CCC; this is grossly inaccurate
This report further indicates that *** *** has approximately $12,in outstanding student loan debt; however the majority of the student loans borrowed were for her enrollment in ** *** *** *** *** not Chester Career College. While she did take out several loans for tuition, each time she withdrew the school refunded unused tuition to the Federal government in accordance with government regulations
Having reviewed *** *** student account and loan disbursement information; I have determined that the charges are accurate for her enrollment here at CCC and no further refund of student loan funds is requiredFurthermore, both the Enrollment Agreement and the Award Letter signed and initialed by *** *** specifically detailing her tuition expense and financial aid awards are representative of the school's efforts to ensure that *** *** was accurately and completely informed of what her education would cost and the debt she would incur for her education

I spoke with *** from the company and she stated that the consumer requested two copies of the transcripts on 2/12/and paid for themThe two copies were mailed to the consumer and the consumer called them stating they were not receivedThe company mailed the copies again certified to the

I was verbally lied to about the price of loans being taken out. I feel they take advantage of African American students or low income families to take out these huge loans. They took so much money in a short time period without really informing students about everything being taken from them. The documentation doesn't prove I was informed about the loan that were taken out. I am writing a complaint about Chester Career College who Finance Dept. misinformed me about the loans. Its unfair that they are robbing students blind with credits that can't even be transfered. I would not recommend my worst enemy to come to this school. I am so disappointed and feel used and lied to.

in response to the complaint that I filed against Chester Career College. It
was stated that I did not receive my supplies for the 14 month program because
I only attended 6 months. Attending only 6 months is true, but it was told to
me and written clearly on the documents that was attached that I payed $1200
for my supply kit, so I should receive all supplies included because it was
already paid for. I lacked the supplies that I needed because of where and how
we started our chapters. We started not from chapter one (the correct order),
but listed below is the order of the chapters we studied. On the first module
we covered these chapters; 21, 7, 8, 22, 23, 24 on the first module. For the
second module we studied chapters 9, 10, 25, and 26. The setup was very
unorganized and inappropriate for the field of cosmetology. Because it is
stated that we cannot bring in our own products, I was expecting to have all of
the supplies I needed in my kit so that I would be able to comply with the
practical needed to be completed in order to build skills in preparation for
state board testing.It
was also stated in the response to my complaint that I did not meet the minimum
attendance requirements. In the school handbook it says you must notify the
school of any absences and complete all make-up work. I notified the school of
all my absences ahead of time and I finished all of my make-up work assignments
before the time needed. Failing to do so would have resulted in a zero. I set
up goals in my agenda with the help of my teacher to catch up and I stuck to
the goals. I was told that I was “in the green” and would pass until later next
week I was told that I failed only by 3 minutes. I would have gladly stayed
after hours to finish my hours but I ended up getting a job at Taco Bell so
that I would have money to get the school. In addition to absences taken
seriously, I was sent home for refusing to take off my jacket. I told my
instructor that I could get a doctor’s note because I was sick and also suffer
from anemia. I went as far as asking to put my uniform over my jacket so I
wouldn’t disobey the school rules. My request was denied and I was sent home on
the day that I was making up my hours.It
was also stated that “I would not be in the best positon to give an objective
view of the classroom instruction considering my lack of attendance.” As far as
I am concerned I had the second highest grades in my class, and was ordered to
even instruct the class on certain subjects like braiding, styling, etc. I
considered myself to be a good example toward the class. I personally spoke to
one of the supervisors in the main office and told them about my transportation
issues after the first module. I asked to receive a refund just so that I could
get back and forth to school. It was setup that I would get my refund dispersed
on January 12, 2014. They said it would take a maximum of 2 weeks till I would
receive it. As usual, they came up with an excuse saying I needed 900 hours
before I could get the refund. I said that I would not be able to get 900 hours
without a way of transportation. I was asked for an exact amount that I would
need and I requested $2, 450. I only received $947.25 because they took the rest
of the money that I said I needed to pay for a module that I failed. On the
first day of orientation for the Chester Career College they stated that if all
students failed a module we would have to pay out of pocket not out of our
personal loans. I even went as far as telling the same supervisor that I would
rather pay out of pocket after I finish my classes ( considering the fact that
we had to complete all classes before repeating a module) and that I needed all
of my loan refund so that I could continue going to school.  Many students had issues with receiving their
refund also and if requested I will gladly give a petition of names and
complaints of financial complaints against this school. Chester Career College
made plenty objectives hard to come by for the students which explains their
graduation rate.I do
understand that I can be held accountable for the accusations of this school,
but I will regard my last complaint due to the fact involving other people and
their personal cases in this case. I don’t feel that it is necessary, nor
professional to dispute one’s case. I would not want the school shut down
because there are some instructors that helped me benefit. I would like to
request that the loan taken out to pay for my failed module be issued back to
Nelnet loans because I am no longer attending so they should have their money
sent back to them. If

Review: I was receiving financial aid at my school and the financial aid was to cover textbooks in all school supplies included in the contract. I have been attending school for 6 months and did not receive my full supplies that was needed and paid for along with improper teaching an education.the teacher was never in the classroom teaching the class everyone was basically doing what they wanted to do. Another issue I dealt with involved my school not giving me my appropriate financial refund. they withheld my refund for insufficient reasons.the entire school will petition if needed.Desired Settlement: I want my financial aid transferred to another school so that I can receive proper education and know what my funds are being used for and not being put to waste.I also wanted to petition to have the school shut down because of graduation rate and multiple investigations against the school for misuse of financial aid and prior embezzlements.

Review: Chester Career College misrepresented me about the loans and financial aid that I was to pay back. I didn't even complete the program and left in $10,000 worth of debt. I had to leave 5 months in the program due to complications with pregnancy and per Doctors orders had to leave. I withdrawn soon as I found out the news with [redacted] the than Director who is no longer there. She withdrawn weeks after I already told her I was on Doctors orders.. I came back second time didn't even stay a week and the third time maybe 3 weeks. I am in debt 10,000 with this school and only completed one actual nursing class the rest were pre reqs for the program. The financial aid counselor there misrepresent what I would owe false advertisement. I have a daughter to raise with 10,000 debt and my pell grants maxed out. The program all together when I started was almost 20,000 I am being wrongly charged.Desired Settlement: Refund back to federal loan places and financial aid

Review: Entered the Cosmetology program with the hopes of learning the trade to jump start a career that would allow me to become self-sufficient financially and to promote self expression through creativity but only to enter a nightmare of inconsistencies within policy, instruction and utter disrespect toward me as a student and consumer.

The school has failed to provide adequate instruction as they have fired and coerced resignations from several instructors. As the instructors changed the policies changed along with it. The school changed its attendance policy from 80% to 100%. If a student doesn't fulfill this requirement regardless of GPA for the module, the student will fail and will need to pay to retake the module. There are students, mostly working students, who have fallen short of, as little as, 1.5 hrs. who have failed. This policy has cause much stress on the individual, as well as,the families of the students who in most cases are missing the sole parent as they are spending long hours in hopes of not failing.

The program does not seek the betterment of the lives of the students. Supplies are scarce or non existent. I was dismissed from the program for speaking out about the non-professional structure of program and verbally harassed by the owner. Because its private property I was forced to leave. In order to appeal my "dismissed" status I will have to write to the governing board of which the owner is a member.Desired Settlement: No amount of money can restore my time and energy given during this time. However, a monetary settlement is desired to help payback loans and grants taken out to attend the school. The establishment needs to discontinue as an institution if they are not able to adequately provide professional services.

Enclosed is a copy of the contract which Ms. [redacted] signed upon enrollment into our Cosmetology Program on 6-25-14. This contract spells out the terms and conditions of enrollment. Her enrollment was terminated on 3/23/15 due to failure to follow school policy. Her complaint addresses several issues. First, Ms. [redacted] expressed concern about being required to attend 100% of the required hours. This is a requirement of the Commonwealth of Virginia, Board of Barbers and Cosmetologists which ap proves and regulates this program. This program is approved for 1500 clock hours. We do not have the authority to graduate students with less than the requirement. Ms. [redacted] exhibited very poor attendance throughout her period of emollment. On 3/24/ l 5, the day after her dismissal, Ms. [redacted] called the school director to inquire about her status with the school. She was informed that in order to be reconsidered for readmission, she would need to follow the grievance procedure and write a letter to the Board of Directors. If indeed this program had as many deficiencies as she alleges, I cannot understand why she would want to return. Ms. [redacted] did not express any complaints until she was asked to pay her delinquent tuition payments. Please see a copy of the email sent to Ms. [redacted] on 3/20/ 15 and her response on 3/23/l 5. This school is required to have a grievance procedure for students. Our policy is posted on the school's website at www.chestercareercollege.edu. She did not follow the procedure which is available to students with complaints Even in her complaint to the Revdex.com, Ms. [redacted] continues to demonstrate her unwillingness to comply with the grievance procedure by writing a letter to the governing board. We cannot train students who are unable or unwilling to follow procedure. Nor can we train students who are unwilling to pay tuition for the cost of education. She also expressed concerns about instructors being coerced to resign. l have no knowledge or response to this allegation as this is hearsay by Ms. [redacted]. As for her concerns about other students, this is also hearsay and has no beating on Ms. [redacted], Upon vacating the premises on 3/24/15, Ms. [redacted] went to the Chesterfield County Police Deartment in order to try to have me arrested. Review: I ordered school transcripts from chester career college, formerly RSHT, and never received them. oredred on 2/10/14 and charged that day. It was with the intent that it would take up to 30 days to receive the transcripts. I have contacted the school at least 10 times between then and now and still no product. I was told it was mailed last week and still never received it. The nursing program I applied for has already began to make desicions on acceptance based on the info they have and I waiting to hear now. If I'm not accepted due to incomplete submittion of transcript then I will not be able to start school.Desired Settlement: refund and cerfitied copy of my 2 transcripts

I spoke with [redacted] from the company and she stated that the consumer requested two copies of the transcripts on 2/12/14 and paid for them. The two copies were mailed to the consumer and the consumer called them stating they were not received. The company mailed the copies again certified to the consumer. The transcripts were signed for at the consumer's address.
