I am rejecting this response because:
The business didn't explain the misleading titles on landing page and inner page. I have seen the bullets and confirmed with insurance agent, but because of the business misleading title information, my insurance agent was also misunderstood.

We have decided to issue a refund for the amount paid for the New York Insurance Discount Course ($16.95). The refund will be issued at the earliest opportunity and will return to their account in 3-5 business days. We are offering this despite the fact that it has been made as clearly and simply as possible on the course page itself that it has to be approved by the registrant's insurance agent prior to registering for it. DriveSafeToday.com, Inc. does not assume any fault in this case.

"New York Insurance Discount Course" because it could qualify someone for a car insurance discount. No matter the title, this course is considered an online defensive driving course. Additionally, the very first bullet point clearly states that the person is REQUIRED to have their insurance agent's approval to take this course prior to registration - we even have it in CAPS to distinguish and highlight it within the text.
