I am rejecting this response because:
As admitted in the response, she has my propertyShe has no legal standing to claim my propertyIf she wishes to file a claim against me for payment for the "free estimate" she offered she can do soIt is a separate issue from her possession of chattels belonging to me.
I am asking only for my W2s to be returned to me and nothing more

Mr. [redacted] called me and made an appointment in May 2013. He came to my office and presented me with transcripts form the Internal Revenue Service as to what they believed his income was for tax years 2008,2009,2010,2011,and 2012. He wanted to file the tax returns for those years. He told me he had not received any other forms or letters from the Internal Revenue Service or the Franchise Tax Board. I informed him that he probably had refunds and that's why he hadn't had a request for tax returns from the government, however, he could only get refunds for the past 3 years for the federal government and 4 years for the state. Further, that he had missed the deadline for 2012. He wanted to file all years and signed an Engagement Letter hiring me to do the tax returns. He informed me that he was married and as a result of that, I needed his wife's income and deductions as well. He stated that he would bring those back as soon as possible. When he left I began work on the documents he had brought, taking him at his word that he would be bringing the needed information and wanting to do the returns while information was fresh in my mind.
 
In October, I called him and left a message that October 15 was the deadline to file his 2012 tax return and received no response.
 
On March 19, I received an email which stated, "I am sorry for your time that I took. I would like to come by and pick up the paperwork I left with you we met." I informed him that he owed me $150 for consultation time. There followed 27 emails, arguing, complaining, and blaming everyone else for his situation. The documents that he wanted back can be gotten from the Internal Revenue Service at any time. I do not have any originals only copies. He has obviously misplaced his originals yet again.
 
I am sorry be believes I am another person to blame for his problems, but what I charge for my services is lower than the going rate. He has admitted that he has taken my time, but doesn't want to pay for it.
 
I have never had a complaint before, and therefore I am not sure how these situations are handled. I hope this statement is helpful to those who want to understand what transpired. Further, I would like to ask the Revdex.com if they have a Revdex.com if they have a Better customer Bureau that I can complain to if a client does this again.

Mr. [redacted] is asking for W-s and claiming he doesn't owe me for "free estimate".  I do not have W-2s only copies of IRS transcripts.  Further, he signed an Engagement Letter.  "Free Estimate"  was not among what was offered.

Review: I contacted Ms [redacted] about helping me catch up some back taxes. I met with her and her prices seemed high but I needed to get caught up and so I signed an agreement to use her services. She did not get started as there was paperwork missing. I wrote her and told her I would not be able to afford her services after an unexpected move. In addition to the move I had several people offer to provide the same services for much cheaper and it became clear that her prices are not reasonable. At this point she told me she wanted $150 for the work she'd done so far. I asked her what that work was, she said "You are mostly paying for my time in the office." She refuses to give me back my paperwork unless I pay for this time in her office, time which was presented as a free consultation. As tax time approaches I need the paperwork or I will face penalties. I asked her if the agreement I signed had a cancellation clause. It doesn't. Ms [redacted] may take me to court for the money she feels I owe her, but I don't see where she has the right to hold my tax papers.Desired Settlement: I would like my tax papers from the IRS returned to me.
