I provided a deposit of $325 to Ms Sissy Loc's to have Sister *** installed in my hair. Upon arriving I was told that my hair was not in the same condition as it was during the consultation. I was told to shave all my hair off, provide photographic proof of shaving my hair and return in February of 2020 with at least 2 inches of hair to complete the installation. I asked Ms. Sissy Locs to refund my deposit. She went on to say that she is not responsible for the condition of the hair at the time of installation that prevents services. She then told me to read the policy/contract on her website. Ms.Sissy Locs is not a licensed cosmetologist so for her to make the decision that my hair was in not in a condition to be locked was her own subjective opinion. It is my opinion that Ms.Sissy Locs lacks the skillset to lock hair at a certain length. Ms. Sissy Locs did not attempt to place a test lock in my hair at any time. I was not provide a copy of my signed contract. I was told that I would receive a copy of the contract the day of my installation. She has since refused to provide me a copy of the contract and has had no further contact with me. I feel as if I was scammed. Based on what she is saying she can at anytime deem that you're hair is not in a condition to be locked and refuse service, leaving the consumer with no recourse.

MsSissyLocs Studio's website clearly states , "The Sisterlocks(tm) establishment locking session requires a 50% nonrefundable deposit to reserve your first locking session. The remaining balance is due at your first day of the locking session before services are rendered."
When a customer contacts MsSissyLocs Studio they are advised to read the salon policies. Making any payments thereafter constitute consent to and understanding of the salon policies and procedures. From the time Ms. Owens came to the consultation and the first locking session, her hair had changed significantly.
During communications with Ms. Owens, MsSissyLocs Studio offered a generous compromise to Ms. Owens. She was advised to cut her hair to a healthy point to allow her hair to become healthy enough for the Sisterlocks(tm) establishment. She was advised that 2 inches is the length needed to start the process. From October 2019 to February 2020, I believed Ms. Owens' hair would have been healthy enough for the process to continue. She declined the offer and chose to have synthetic hair installed on the remaining 100 or so strands of burnt hair from "flat ironing daily" according to Ms. Owens. At that point, our business had concluded. MsSissyLocs Studio has successfully installed Sisterlocks(tm) on hair from 2 inches to 18 inches of hair without issues. MsSissyLocs Studio is not responsible for the condition of the client's hair until after the Sister*** establishment. Even then, its up to the client to work with the consultant to maintain the integrity of the hair. By not following the recommendation that would have enabled me to carry out the contract, her actions constituted a contract cancellation on her part. She refused the solution that would have allowed me to carry out the contract based on the things she stated she did (flat ironing daily) to prevent the Sisterlocks(tm) establishment.
Regarding licensing, A 26-page ruling, issued by Judge Rudy Brewster of the US (Federal) District Court of Southern California held " anyone legitimately practicing Sister*** according to the standards our company has set forth, is EXEMPT from the current cosmetology law in California!" MsSissyLocs Studio is a legitimate establishment that operates with integrity and stays abreast of all things natural hair. Ethically, I could not install Sisterlocks(tm) on severly damaged hair and cause further damage.

This is my final response regarding this matter. She was offered a partial refund in the form of a gift certificate as a courtesy and compromise (see attached email). She decline. I consider the matter closed.

I am rejecting this response because: Again, Ms. is missing the point, Where is the signed contract?

Ms. did offer a gift card to her establishment which I do not wish to patronize. This ensures that all revenue remains in her pocket.
