August 31 2019 we received a notice of changes to water testing fees. the increase in fees went from 15.50 plus taxes to 50.00 plus taxes which works out to be an increase of almost 300%. after going down to the office with questions and by the following day the price was dropped by 5.00 dollars then after residents had a meeting the rate was reduced to 34.63 which is still too much of an increase. the increase is for testing and sewage which as residents we pay for our own sewage so why such a large increase in the bill. I would like to see a better breakdown in the bill so we know where we stand.

i would like to know how they can increase the bill to over double the price we were paying. i am hoping this can be reduced.

In 2018, Parkbridge Lifestyle Communities Inc. engaged a third-party contractor (***) to professionally manage drinking water and waste water services in all of our communities and resorts in Ontario. As regulatory standards became more significant and complex, Parkbridge made the decision to transfer the operations of these services to a third-party company as it was deemed to be beneficial to the ongoing safety and comfort of our customers. *** (now *** Inc. following a merger in 2019) is an expert in this field and ensures our systems are incorporating best practices and meet ongoing updates to standards and regulations set out by the various levels of government.

Prior to outsourcing, water testing was performed by in-house staff which was based on a cost for staff to monitor daily the chlorine residual and to collect samples for *** to do the biological testing. This charge back fee for that service was held at the $15.50 per month since 2016 with no annual increase to our residents at ***/***. Following the contracting out of the service to *** in June 2018, Parkbridge's out-of-pocket expense charge back was calculated based on the contract price, i.e. the invoices from *** and *** testing. *** staff attend the property each and every day to ensure the water treatment system is functioning correctly and to test the chlorine residual in the water system at multiple locations throughout the property. *** staff further conducts biological sampling, minimally once per week (with multiple stations/multiple samples) that are then sent to *** for testing as per government requirements. As noted in the Revdex.com filing, the water fee rate was adjusted from the original proposed increase of $50.00 to the current $34.60 after Parkbridge further reviewed the required number of participants based on the type of occupancies present on the property, expanding the fees to all year-round occupants, and not just the customers in the *** section.

A reconciliation of the expenses incurred by Parkbridge Lifestyle Communities Inc. for ***/*** for the 2018/2019 year have been attached to this Revdex.com posting for further detail. Parkbridge Lifestyle Communities Inc. maintains that the water fee rate change is reasonable and justified to cover out-of-pocket expenses. It's also important to note that residents of ***/*** do have an appropriate legal pathway in provincial legislation that can be taken to settle disputes such as this, if they deem necessary. We appreciate the assistance of the Revdex.com in communicating this to the customers concerned or others moving forward.

My complaint is due to the increase in my water testing fees. I received a notice in Aug of changes to water testing fees. The increase was from $15.50 + taxes up to $50.00 + taxes. as a group we went to office to speak to manager. after this visit the price was reduced by $5.00. we then had a meeting with all the residents the rate was then reduced to $34.63, which in my opinion is still to large of an increase. The increase is for testing and sewage, but as residents we individually pay for our own sewage and maintenance therefore I don't understand such a large increase in our bill. I would like a better breakdown on how they came across this amount and why it is so much.

I am interested in finding out how and why they can increase our bill to more than 50 %. I am hoping that this can be reduced to a more fair rate.

Under the Residential Tenancies Act (2006), a landlord (in this case, Parkbridge) is permitted to legally charge for "out-of-pocket" expenses related to the testing of the water. The Act allows this in Section 166 (below):

Entrance and Exit Fees
166 A landlord shall not charge for any of the following matters, except to the extent of the landlord's reasonable out-of-pocket expenses incurred with regard to those matters:
1. The entry of a mobile home into a mobile home park.
2. The exit of a mobile home from a mobile home park.
3. The installation of a mobile home in a mobile home park.
4. The removal of a mobile home from a mobile home park.
5. The testing of water or sewage in a mobile home park. 2006, c. 17, s. 166.
