Buyer Beware
Buyer beware. Went to an RV show, put a $5000.00 deposit down. Contract states that "Non-Refundable Deposit with Approved Credit or Cash" we were informed that our credit would not be run until we took delivery of the camper and that the deposit was considered "Good Faith". In life changes happen and one of us lost their job. Without the extra income we were unable to take delivery. The salesman stated that he understood and would refund our deposit. That was the beginning of the Cat & Mouse game. I never received my deposit. I researched the BBB and there are over 8 complaints, and no refund was ever received. They have a rating of 1.5 out of 5.

Review: In June of this year I called Parkview to arrange to rent a camper trailer for the last week in July. I had made reservations at [redacted] Trailer Park in Chincoteague for the annual pony swim. We attended in July 2014 renting a 20 foot camper from Parkview with minor issues (the camper was not clean and readied when we arrived and they failed to empty the gray water). They required a $500 deposit to hold the reservation, it appeared on my Mastercard on 6-17-15. They sent a contract shortly thereafter, however I was out of state. When I returned July 8th, I examined the contract. The "Current Balance" was not the "Rental Total" ($715.37) minus my deposit, already in their hands, but $1215.37, an amount that included the rental costs PLUS my deposit. I called on Friday July 10th to inquire and spoke with a representative. I was concerned, but not angry. I never raised my voice or used any inappropriate language. What I said, was, "Whomever wrote up that contract needs to return to elementary school for some math lessons. The deposit is supposed to be SUBTRACTED from the total costs, not added to it." She explained that the $500 deposit to "hold the reservation" was now being used as a "damage deposit" to be held until I returned the unit in good condition. The rental fee included $165 in "Extra Charges" for an electronic trailer brake ($50) and cleaning fee ($115). When we returned a camper to them last July it was "cleaner than when we sent it out" they acknowledged. They waived the cleanup fee in 2014 in consideration for their failure to provide a clean camper with a empty "gray water" tank, and that we returned the unit in better condition than we received it.

With no further argument or discussion I said goodbye and we both hung up. What bothered me, was the "bait and switch" of my $500, and the need for it in the first place when I am fully insured for any trailer (utility, boat, camper) I pull behind my truck. I was also bothered by their holding my cash for over a month for what might happen. I needed the camper so I accepted the arrangement reluctantly.

An hour later, I received a call from Parkview, a man (I had spoken to a woman before) who identified himself as the floor manager. He told me he was returning my deposit. I thanked him. He then proceeded to inform me that they would not be renting me the camper I had reserved. He did not appreciate the tone of the conversation I had with his employee. He had discussed this with management and he would not be renting me the camper as promised. I hung up rather than further engage the business.

As such, two week before I am due to spend a week at Chincoteague with my wife, teenage daughter and her friend, I have no vehicle to stay in. At this late date there are no campers, even pop-ups available. I consider this to be a breach of contract and an extremely poor if legal business practice. I responded to a subsequent email he sent me regarding the return of my $500 deposit describing their actions like the "spoiled kid who takes his ball (camper) and goes home." I asked him "Whatever happened to, "The Customer is Always Right'?" I also told him I would be filing a complaint with the Revdex.com, and that I was considering contacting an attorney in regards to what was a clear breach of contract. They had my money for fully three weeks with no return on my investment.Desired Settlement: I want the owners or higher management to know how their employees are treating good customers. They fail to make clear the use of their funds: not for holding the reservation, but for potential damages weeks away. That they stop requiring a damage deposit if the customer provides a copy of their insurance policy demonstrating coverage for their camper. I have [redacted] Insurance, I have a 21 foot boat on a trailer, and yes, I am fully covered. They need to apply the deposit to the full rental fee with a "balance due" on the date of delivery. They include a "clean up cost". This too should be waived or returned if the camper is returned in good/clean condition. I also deserve an apology.

Response:

Parkview RV Center has been in business since May of 1968 and has an A+ Rating from the Revdex.com since 2003 . Our owner [redacted] is a member of the RVMH hall of fame and also past chairman of RVDA and RVDA Education Foundation. Parkview RV is also active in Go RVing, PARVDA and several other RV organizations. We have over 20 employees and are constantly trained in customer service, in monthly sales associate meetings. We have reviewed the complaint registered by Mr. [redacted] of Denton, MD. and feel apologetic to his family that we have canceled the rental however, we stand by the decision not to rent to him. Our policies have not changed since the start of our rental program in 2013. All of our security deposits are refundable once the unit is brought back to our dealership without damage . As he stated in his complaint, he rented the previous year (2014), and his refundable security deposit was treated this way. We, as a management team, decided to cancel Mr. [redacted]'s reservation after he called Parkview on the morning of July 10,2015, and spoke to two of our associates. While speaking to them, he was rude, demeaning and offensive . He referred to our rental associate that wrote the contract as a "Mn" when she was in the right, as he never paid attention to what the security deposit was for. After he went over the entire contract with the rental manager and she explained to him that the contract was in fact correct, he hung up, with no apologizes over the way he behaved. Mr. [redacted] never signed and returned the contract that was emailed to him on June 17, 2015 at 2:15pm. Therefore, we did not have an enforceable contract. Here at Parkview, we treat people respectfully . The way we were treated by Mr. [redacted] was not warranted, nor justified. Again we apologize to the family of Mr. [redacted] for their inconvenience in this matter, however we will not change our position. In this case,"The customer was wrong ."
