Unprofessional and disrespectful
AVOID THIS COMPANY AT ALL COSTS. The quality of their apartments are hanging on by a thread and they won't bother to contract you about maintenance requests until at least four months after you've put them in. I finally got someone on the phone today and she was incredibly rude, told me I needed to watch my tone, and then hung up on me. Their customer services matches their lack of consideration for any of their residents.

These people are very unprofessional. I have been trying to contact them 3 days prior filing for an application for a property but no one answers the phone. I even left a message. Finally I applied for a property that I was really interested in. The next day, someone name Hugo contacted me via text message. He told that the property I was interested in was leased. And said there was another unit available in that same complex. I texted him back saying I was interested in new unit. But he never texted me back till now. I saw on the website the same unit I was interested in but rent was $50 higher than usual. Anyway, the property became unavailable on the website and I still don’t get any response or update from these people.

They let the drain pipe(Dirty sink water and toilet water) that busted leak in my house for two weeks before getting it fixed then left soaking wet carpet that was growing mold on it never did anything to correct that issue. This happened at the beginning of March and they didn't care we were about to be sheltered in place with wet moldy carpet.

This message is to inform you that there has been several lingering issues with the property that has not been properly addressed at *** Street
There's a tree that fell and smashed the gate in the backyard three months (April). No one has blown the leaves and properly maintained the property in months. There's a build up of leaves in the parking lot with dead branches that are causing damage to cars. The entrance of the driveway scraps the bottom of vehicles when the apartment. My washing machine is still leaking after making weekly request for a month. I have escalated the issue to the maintenance line multiple times to no one being dispatched nor does anyone call to address the issue. I have voiced my view over several months but this is what happens when management is not in the same city and doesn't check up or upkeep their property.

Desired Outcome

The right thing to do is hire someone to at least maintain the appearance of the property once a month. 1. The Huge Tree Removal 2. Leaves Blown/Property Upkeep 3. Washing Machine Leaking 4. Driveway Too Sweep/Scraps Bottom of Vehicles

The habitual complaints from the tenant toward property management will continue to vigorously be defended.

The fallen tree is in no way compromising the tenants livelihood nor impacting habitable living conditions of any unit within the complex. Contrary to the accusation, landscaping service is performed at the property two times per month; which include mowing, blowing leaves and general property cleanup. The washing machine leak was repaired on 6/12/2020, nearly a month and a half prior to this Revdex.com case being opened by the tenant; further spotlighting the invalidity of the tenant's claim. The issue of the driveway being too steep should have been a factor of consideration by the tenant prior to move-in.

PPS will continue to professionally manage and diligently address any and all tenant concerns pertaining to property and unit maintenance but will not tolerate false claims that suggest otherwise.

PPS lied to me about completion of remodel work that didn't start, charged me without authorization and not per contract, ignored my billing questions
I had investment properties managed by PPS. Often PPS would charge me for high $ amounts without asking for authorization or sending me a timely notice. I discovered about charges post-factum. After one of my properties had a tenant that went through eviction, PPS gave me a "turnover estimate" (2 days work) to prepare the property for next tenant. I paid 50% instantly and 50% agreed to be paid upon work completion. After a few weeks that I tried to get a work status, I was told the work is completed and was rushed to pay remaining balance. It was in January 2020. Along the way, I discovered many charges (eviction, maintenance, trip charges, etc) that PPS charged me without asking for approval and violating the agreement I had with them. In my other property the tenant submitted a maintenance request end of January that was not handled for 3 weeks. After seeing unauthorized charges from PPS and their ignorance of the feedback on communication, I decided to part ways with them. It was likely mutual desire as they didn't like that I asked direct questions about my properties operation. This was in February 2020.
PPS sent me a notice to part ways and I found a different property management company. When that company took over, they sent me pictures of the property where "remodel work" was done by PPS. It was trashed throughout, horrible, unlivable condition. PPS lied to me that the work was completed whereas it didn't even start. When I sent them a few evidences of the actual property state, they agreed to return my money for the "remodel". We started a process of transferring the properties under new property management company. After the process looked close to completion, I asked PPS to return my property deposits and other outstanding amounts they owed me. This is when I discovered a few more questionable charges. When I asked them to explain, Harrison, property management principal was slow to respond, mentioned that they will ignore communication from me and eventually didn't answer it, despite a few reminders from me. Current situation is: they still owe me $109.02. They haven't provided receipts for charges they claim were valid, they don't respond to emails, ignore my direct questions. I am not even talking about multi-month losses I had due to PPS lying about the remodeling work that didn't even start, bad and delayed communication from their side and more.
Overall, I'm disappointed that such a dishonest business that has a pattern to overcharge the owner, underdeliver and not communicate still exists. They explain their questionable tactics of charging as "the best interest of the owner", as they "know better" what the owner of the property needs. They site policies and rules that are not written anywhere and don't exist....

Desired Outcome

PPS still owes me $109.02 that they should return to me immediately. At the time of writing, they should have mailed a security deposit for one of my rentals to the new property management company. I haven't heard yet on whether it was done or not. I also request to send me all the reporting documentation for year 2020 for both of my properties. If there are receipts involved, I want to see the receipts from the businesses that actually provided the service and not only PPS.

Perimeter Property Services Response • Mar 19, 2020

Perimeter Property Services, LLC ("PPS") managed two properties owned by *** ("***"). A standard form Georgia Association of Realtor's property management agreement ("PMA") was entered between PPS and *** that governed the rights, obligations, and duties of PPS as to management of ***'s properties. PPS denies any wrongdoing in its management of the properties and has in fact made several concessions in an effort resolve Mr. complaints. In direct response to Mr. complaints:
1) Allegation of charging Mr. without authorization and not per contract
PPS authority to charge Mr. is defined under the PMA. Section 9. of the PMA provides that PPS may:
"make, contract, facilitate and coordinate repairs, alterations, and/or decorations to Property; to purchase supplies and pay bills therefor";
"hire, discharge and supervise all contractors as in Manager's sole opinion are necessary for the operation and maintenance of Property";
"contract with others, including affiliates of Manager, in-house staff or companies owned by Manager, to perform services including, but not limited to repairs, maintenance, improvements, accounting, data processing, and recordkeeping. Owner is hereby aware that Manager may deduct these expenses from the monies coming to Manager that are due to Owner."; and
"institute and prosecute legal actions and proceedings in Owner's name and on behalf of Owner, terminate leases for cause, remove tenants from Property, recover from damage to Property, and for such purposes, Manager may employ attorneys and incur court costs and litigation costs at Owner's expense for any and all of these things."
Importantly, there is no dollar threshold under the PMA where PPS was required to seek approval before charging Mr. for any of the above items. During its management of Mr. properties PPS charged him:
a) $818 in eviction fees paid to an attorney, $675 of which were returned to Mr. after complaint.
b) $40 general maintenance trip charge, which was return to Mr. after complaint.
c) $95.00 for key/lock replacement
d) $450.0 in HOA dues
e) $2,125 in payments to a contractor to repair the property after an eviction (in two installments), returned to Mr. after complaint.
Accordingly, PPS was authorized to charge Mr. for these items and did not have to seek approval. However, to accommodate Mr., PPS has already returned the majority of the charges that were made - mostly payments to third parties.
2) Allegation that Mr. is owed $109.02
Mr *** claim that he is owed $109.02 from PPS stems from PPS's retention of a pro-rated management fee for its final month of management duties. Under the PMA PPS is entitled to 8% of the rent collected each month. PPS transitioned management to Mr. new company mid-month, therefore it retained a pro-rated portion of 8% fee through the date of transfer.
3) Allegations that PPS lied about renovation work.
PPS hired a third party contactor to repair damage at Mr. property. Payment to the contract was to be made in two installments. PPS took the first installment upon the beginning of the contractors work. In the middle of the work being performed, Mr. terminated PPS's services as discussed previously. PPS then told the contractor to stop working while the new management transition was made. PPS inadvertently still took the second payment for the contractors work. However, PPS promptly returned the payments to Mr.. In addition, PPS offered to have the contractor finish the work.
4) Allegations of non-responsiveness
Per the PMA, PPS was to give updates and rental payments to Mr. on or about the 20th of each month. PPS endeavored to respond to Mr. constant questions; however its answers did not appear to be timely enough for Mr.. PPS is a management company that operates strictly under the PMA. PPS is not a property management tutelage company.
As stated throughout this response, PPS at all times abided by the PMA that it was contracted for under. PPS had authorization under the PMA to charge *** for issues related to the property without requiring approval. Notwithstanding this ability, PPS has tried to accommodate Mr. and has returned over $1,000 to him that PPS had paid third parties. Further, when PPS discovered the disconnect between the work being completed at the property and Mr. termination, PPS returned the funds to Mr. Zelter again. At no time has PPS attempted to retain funds that were not attributable to it. Mr. is the one that is trying to extort money from PPS.

They are horrible! They never answer the phone I'm being double charged...I keep call no one is responding the answering service is a joke! I emailed them several times! They don't fix stuff! Just horrible
