Review: Bait and Switch.On October 25, 2013, Mr. Farid S[redacted], representing Quality Carpet & Rugs, Inc., "Company," agreed to deliver and install solid hardwood flooring in the property known as [redacted], [redacted], VA, [redacted]. The product ordered was [redacted] Hardwood, Ebony (color) 4 3x4, Item No.[redacted]. Company agreed to deliver and install the product in approximately two weeks. He further agreed that the flooring ordered complied with variance granted by the governing condominium association, Sept. 19, 2013.I called the Company on November 21, 2013 to inquire about progress. Mr. S[redacted] responded by saying the product would be delivered in approximately two weeks to [redacted], [redacted], VA, [redacted]. On or about Monday, December 2, 2013 the flooring installer from Quality Carpet Rugs, Inc. came to install Hardwood flooring. Upon completion of the installation, it was observed that the flooring was not the Hardwood flooring as ordered; it was laminate floors, Item No.CPT170XIK01. When the installer, Terrie K., was queried he confirmed it was laminate flooring.Mr. S[redacted] was [redacted] of the error. He refused to acknowledge that the product delivered was not hardwood. However, whenever the product was discussed, he referred to it as laminate, the sales order clearly specifies hardwood. Mr. S[redacted] refused replace the laminate with hardwood. January 17, 2014, Company sent email threatening to put a lien on the property and send the debt to collections.I did not receive what I ordered. I refuse to pay the balance until this matter is taken care of - it appears you "bait" your consumers with a seemingly high-quality product and then, once we have gone through significant effort to accommodate installation, you "switch" to an inferior product with the expectation that I will accept it rather than start from scratch. This ordeal has cost me a great deal of time and money!Desired Settlement: I want to request a full refund and have the laminate flooring removed and install the hardwood flooring that was approved by the Condominium Association to be installed by another company.

This is in response to a complaint filed by [redacted] regarding the wrong product being installed in her home. We have contacted [redacted] numerous times since her initial installation and provided documentation from the manufacturer that the flooring installed in her home is what she selected and is hardwood. As a courtesy to [redacted] we have even offered her a full replacement but she is unwilling to make a selection in writing and insists on doing things verbally. At this time we are unable to accommodate the customer as all of our efforts have not been accepted.

I am willing to an acceptance if Quality Carpet One:A full replacement they say I am unwilling to make, quickly! The flooring is coming a part and pose a danger! I have on numerous occasions tried without success to get them to replace the flooring. Know is the time for them to put this into action.I want Quality Carpet One to accommodate, by doing what they say a full replacement and fast.Set's just see what will they do, now. Thank you! : I have tried numerous times, without success.

I need your assistant with this. I would like a full refund and fees that I had to pay, from the above. Quality Carpet had the audacity to have their lawyer call me try and take me to court, trying to get me to stop filing complains to Revdex.com and the Virginia Department of Professional and Occupational Regulation, telling me he was going make me pay his legal fees. Forcing me to seek legal advice which I had to pay for. All of this could have been avoided, I notified Quality Carpet the same day the flooring was installed in writing on the installer's paper work, I signed in protest and called them, it was the wrong flooring.

I need my refund so I may purchase the new flooring. December will be one year, help me with this nightmare, please. I very much want to resolve this, so that this do not become a court record for Quality Carpet, it need not come to that.

The Virginia Department of Professional and Occupational Regulation, found Quality Carpet and Rugs guilty of violation of the

Counts outlined in the above Report of Findings. Plus fines.
