Furthermore, after speaking with the Humane Society that the cat was brought to, they stated that the daily rate for an animal was only $28/day unless additional medical care was necessary. The charge paid by the negligent owner proves that additional care and help was provided. This is a bogus charge. This situation was entirely preventable had the owner been responsible, followed the laws, and kept his collared animal on his property as the legal requirements outline.
