Students who enroll online and submit a lower than the suggested down payment of $29.00, are set up on a bi-weekly payment plan.  This is stated to students upon selecting their payment plan during enrollment. This is also stated on [redacted]’s signed enrollment agreement.  On April 20, 2015 we attempted to take a payment of $24.50 from [redacted] as this was two weeks before the due date.  The payment was declined which put [redacted]’s account on an automatic retry process.  [redacted] made a payment on her portal of $49.00 on April 28, 2015.  Since her account was on the automatic retry process from the declined payment, we pulled the bi-weekly payment on May 4, 2015 which ultimately led to the duplicate payment.
Our records indicate that [redacted] tried to reach us via chat on May 6, 2015 three separate times but the connection was lost.  [redacted] did have an email replied to on May 6, 2015 which we explained what happened with her account. 
I would like to rectify the miscommunication that has happened and have [redacted] continue with our High School Diploma Program.  I tried to contact [redacted] to discuss but was unable to reach her.  [redacted] can contact me at the number below should she decide to continue with our program.  For the time being, [redacted]’s account was cancelled with no further financial obligations.  I apologize for any inconvenience this may have caused [redacted].

He was advised by email of the cancellation terms including liability owed on his account for lessons completed and applicable non-refundable fees. We requested that he contact us by telephone to confirm his request to cancel and advise us how he would like us to handle the cancellation. [redacted] did not contact us regarding the cancellation. Our financial department made many attempts to contact him via telephone and mail regarding the balance and past due payments. The account was forwarded to a collection agency on March 5, 2015 for non-payment. In our efforts to keep up
with the growing online demand, we have transitioned over to a fully digital
format.  As our stocks have depleted,
shipments of study guides have ceased.  Students will however, still receive all
textbooks and any pertinent materials to their course.  [redacted] would have received a textbook for
Electronic Medical Records, which is the last class in this program.  
[redacted]’s signed
enrollment agreement states that students who cancel after five days and have
not submitted an exam they would owe the registration, administration and
shipping fees.  According to our records,
[redacted] never contacted us in regards to cancelling her account or we
would have advised her of this policy. 
As a courtesy, I have
cancelled [redacted]’s account with no further financial obligations.  [redacted] has been removed from the
agency and her credit report will be amended within thirty days.

Ms. [redacted]’s daughter [redacted] enrolled in our High School Program on August 31, 2015 by submitting a down payment and a signed enrollment agreement.   On November 28, 2016 I called and spoke with Ms. [redacted] and advised her we traced the refund check and it had not been cashed.  Our accounting department put a stop hold on the check and I requested that Ms. [redacted] send us a signed statement that she would not cash the original check if received.  She asked that I send her that information in an email which I did on November 28, 2016.  I received the signed statement from Ms. [redacted] today and have forwarded it to our accounting department so they can issue a new check.   I advised Ms. [redacted] that I would contact her as soon as I have a time frame for the new check to be issued and the check will be sent to her via Fedex with a tracking number. Penn Foster is devoted to the educational advancement and satisfaction of all our students. I am rejecting this response because: This was a self taught program.   The program was not completed because of the complexity of the course material, which was very hard to comprehend.  The courses maybe passable because  you can repeat every test if you fail the test the first time.  What prominent educational instuational allows a student to take a test twice, after you have seen the questions.  This is not a quality education, so that is why the remaining of charge of $382.00/$518.00 is being disputed regardless of what was signed, a consumer has a right to get what they pay for and be able to benefit from that service..  It is called customer satisfaction!  Penn Foster did financially benefit from the service that was provided.  The student portal was locked so they did not provide any service after the monthly payment ended, so why should Penn Foster receive payments for future service that they did not or will not continue to provide, regardless of a one sided contract, especially if the other party felt that they were led on by having good education support, which was not provided with the service.  A majority of the teachers there only have Bachelor's degrees as their highest educational level.

I am rejecting this response because: There is always a 50% discount offer but the bottom line is it is not right and the school should work more with people. I did not get any mail and/or calls due to being hospitalized and our family situation which was never discussed with me. I can't be the only person who worked hard and tried their best to end up in an unforeseen situation that kept them from keeping up with their phone calls! I will never be able to pay that large amount and if that means I just have no future than so be it. That's what happens when attending a for-profit school that is motivated only my money. It makes me embarrassed to even tell others especially other schools that I even wasted my time and money on this school! Buyer beware!

our Associate of Science Degree in Computer Information Systems program by submitting a down payment and a signed enrollment agreement. On October 21, 2016, [redacted] made a payment toward the liability on what he had completed according to the enrollment agreement.  He also made a payment that same day for an official copy of his transcripts, which in turn were sent to [redacted] on October 28, 2016.   On December 14, 2016 [redacted] made an additional payment for official transcripts to be sent to [redacted]  These were mailed on December 22, 2016.   On May 16, 2017 [redacted] contacted us and requested to terminate his program with Penn Foster College.  Until that time however, the student was contractually obligated to continue making payments toward his remaining balance as agreed upon in his student enrollment agreement.  We have since withdrawn him from his program per his recent request, and no further liability is due as [redacted] has already paid  on October 21, 2016.     [redacted]   [redacted]   Sincerely,   John Z[redacted]

enrollment agreement. [redacted] originally enrolled into the Veterinary Technician Associate Degree on September 6th, 2012 and did not finish the first semester until May 16th, 2017. Due to the time frame, [redacted] had to be re-enrolled into the program and an evaluation to current took place. Classes that had updated since 2012, would have to be re taken due to accreditation. [redacted] was advised after the evaluation the Animal A&P1 had to be made up, and Animal A&P2 was now in the first semester instead of the second. [redacted] was also advised that Mathematical Applications was now in the second semester instead of the first semester, but it did transfer over. On December 8th, 2017 a member of our College team did attempt to call [redacted] in regards to her concerns, however she did get a voicemail. An email was sent and the college team is actively attempting to assist [redacted] did express her concerns to withdraw from the program, we will not withdraw until [redacted] specifically states to cancel. On December 12, 2017 another email was sent to [redacted] to get an update on her decision. We did resend [redacted]’s second semester enrollment agreement, in which it was agreed to automatic payment. I will include a copy of that contract. I spoke to numerous staff members concerning this matter about what colleges accepts Penn Foster High School Diplomaand I couldn't get no answers. I even spoke to a supervisor by the name of [redacted] I explain to her my situation and also the list of colleges that they have on the websigt don't accept Penn Foster High Scool Diploma either and she said that the list is not guaranteed to accept our diploma you would have to Call each school. and Penn Foster Don't know who accepts it because they could have accepted it last year but not this year   Regards,

Students completing more than fifty percent of their exams owe the full tuition balance, which is stated on [redacted]’s signed enrollment agreement. [redacted] completed sixty-five percent of his exams; therefore, he owes the full tuition balance. [redacted] called January 8, 2015 to cancel his account and we advised him of this. 
As a courtesy, I have deferred [redacted] to current making his next payment due May 24, 2015.  In addition to deferring his payments to current, I have also lowered his payments to $25.00 for the next six months.  I hope this is helpful for [redacted] as we would like to see him complete his course in the near future.
