There's no way that I did not receive the attached letter. I'm not sure when they created this letter, but the only letter that I received and saw posted all over the building was regarding the bicycles and motorcycles. I previously attached photos of these letters on the elevator doors and in the lobby of the building. The letters regarding cars should have been placed here as well. I am away very often, as I just came back from the Dominican Republic. They can not assume I received a letter on my car when my car was not in the lot. I did not answer my door, because I am afraid to answer my door. Im very petite and I live alone. This environment is not the safest. On my way to work there is often marijuana packing left in the hallways. Why would I feel safe to walk these premises alone or open my door to strangers?  Random people ring my bell almost everyday to enter the building. I am afraid when my door bell rings. Unless a visitor calls before coming I will not answer my door. Specifically, on the above stated night I was sleeping. I did not illegally go past the gate. The scanner for the gate is never working so I assumed it was a regular day where Wavecrest's great parking system was out of order.
Again, I will attach the letter that was posted throughout the building and under my door. This is the only letter I received. I'm not sure when they created the letter they have attached or why that letter was not posted throughout the building since that letter applies to more of their tenants.

Attached is the letter I received from the management team notifying me to remove and bicycles or motorcycles from the lot. I do not own either of the two. These are the letters that I received under my apartment door and the the letters that were posted all over the property. I did not receive any letters regarding automobiles. There is absolutely no way that I could have missed the delivery of these letters if management attempted to deliver on multiple occasions. I receive my monthly statements with one attempt each month. I spoke with Guy who states the letters were placed on vehicles between the hours of 11am and 4pm, which are normal business hours therefore there's no way my vehicle would have been in the lot to receive such notification. Letters were placed all throughout the property for motorcycles and bicycles, so why not broadcast the same way for vehicles? I read every notice posted in the building... Such as the no pets allowed notice, no hot water, etc. there was absolutely nothing indicating the parking lot would be closed.

Review: I applied online for an Apartment at Wavecrest Gardens, and paid a 50.00 application fee. I never received a denial or approval from the leasing office. I made several phone calls to find out the update of my application, the person answering the phone kept telling me they would contact me. I even emailed an inquiry about my application on March [redacted], still no reply. I called the leasing office again on April *. Spoke with [redacted], who stated that my application was denied due to my credit, but she stated she didn't see a credit report in my file, and that a letter was sent to me. I stated I never received such a letter. she then told me the letter was mailed to a [redacted] Address. I DO NOT LIVE IN [redacted], I told her I would like to dispute the denial that I never received. I have since paid all the debts on my credit report. she said she would leave a message for someone named [redacted] to call me back, Its 4/*/15 and I have yet to receive a phone call or this so called letter of denail.

Response:

It has come to my attention that [redacted] of [redacted] has put in a complaint regarding her car being towed. Below is a list of events which occurred.

• Thursday September **, 2014: Letters were sent out to each resident parking in the lot (which consists of 36 spaces) regarding closures due to improvements. An entire seal-coating and re-striping of the lot was to take place on Wednesday September **, 2014, in turn the lot was to be closed from Tuesday September **, 2014 at 4PM – Thursday September **, 2014 at 4PM. Letters were sent under resident’s doors, and left on resident’s cars. The letters detailed the extent of work to be done as well as the new temporary assigned space given. [redacted] new assigned space was Lot 35, space 52. A copy of the letter sent is available for your viewing – the letter detailed 3 separate maps instructing residents where to park. Letters were also posted on the lobby door and in the elevators on this day.

• Saturday September **, 2014: A second round of letters were placed on vehicles over the weekend.

• Tuesday September **, 2014: The parking lot was closed at 4PM. Three signs were placed on the gates stating LOT CLOSED – a picture of these laminated signs are available for your viewing.

• Wednesday September **, 2014: The parking lot was completely emptied on the morning of September **, 2014 for seal coating work to begin(an indication that all vehicle owner received the notices). The contractors arrived, prepped the area, and were finished seal coating at 3PM. The striping crew returned at 6PM to stripe the lot. The lot was still to remain closed as manufacture suggests for 24 hours for seal coating to dry. At approximately 8PM [redacted] arrived home, witnessed the lot closed (signs were still posted at this time), and drove around the disabled gates to park her car (contact for car information if needed). At this time there were no other cars parked in the lot(further indication that all other vehicle [redacted] received the notice) At 8:20PM, the security base was notified [redacted]’s car had been parked in space 33. At this time [redacted] called [redacted] explaining the lot was closed and she must move her car. [redacted] responded she was already in her home and in bed and would not be getting up to move her car. [redacted] warned [redacted] her car would be towed, and she would be responsible for all damages left on the new seal coating. [redacted] again told [redacted] she would not be moving her vehicle as this is an inconvenience to her - she did not want to walk back from her car alone from the new lot. [redacted] ensured her he would have a guard walk her to her home safely if that was her concern. After the call was ended, security was dispatched to [redacted]’s apartment to speak with [redacted] in person. No one answered the door at this time.As a last attempt before having her car towed, NYPD was called. NYPD (contact for car # if needed) arrived at the scene at 9PM, [redacted] (contact for badge # if needed) went to [redacted]’s apartment. He knocked on her door but received no answer. We made several more attempts to call and contact [redacted], however she was unresponsive. [redacted] was called at 11PM to tow her car out of the parking space. Two incident reports were created by my security staff which are available for your viewing.

• Thursday September **, 2014: [redacted] called my office frantically saying she was not able to get to work and wanted a member of our management office to go retrieve her car. She was extremely irate and met with multiple members of my staff to demand reimbursement for the tow. [redacted] stated she never received any letters, however – she knew she was to be parked in lot 35. I told her she was notified verbally to move her vehicle and she stated she did not want to move from a spot she pays for. [redacted] demanded to speak to the [redacted] and was very upset she did not get reimbursed for the towing of her vehicle.

Please feel free to reach out to me if any more information is needed (including copies of letters, incident reports, or pictures). My Direct e-mail and Phone # are attached.

Response:

As stated previously, letters were sent out numerous times both on cars and under apartment doors (more specifically on [redacted] door). I have attached a copy of the letter for your viewing – you can see how detailed and organized this letter is – as we wanted no confusion during these upgrades to the building. [redacted] is correct that another round of letters went out regarding bicycles – this went out to every apartment under every door – however it has nothing to do with this issue at hand. If for some reason [redacted] did not receive the attached notice, she was still made aware the lot was closed numerous times. The lot was closed on Tuesday September **, 2014 at 4PM , on this night [redacted] did not park in the lot. The lot was to re-open on Thursday as stated in the attached letter. When [redacted] came home Wednesday Night – she witnessed NO OTHER CARS IN THE OVA LOT – a parking lot that on any given night ALWAYS has 30+ cars parked there. The electronic gate arms were CLOSED (no lights on) and had signs taped on them stating LOT CLOSED. She illegally drove around the disabled gates at this time. A few minutes later, [redacted] was called, and told she had to move her car – she responded back saying this was an inconvenience to her ( see previous response for full details ). Security was dispatched to her apartment but [redacted] did not answer the door. In attempts to resolve the problem without towing her car NYPD was called to knock on her door as well – again receiving no answer.

There's no way that I did not receive the attached letter.
