Since 2004, West Central Conservancy District has billed customers $45.00 for a flat rate sewer charge each month on 15"' with a due date on the 5th of the following month. Payment options include, delivery via US mail, online via our website, 24 hour drop box outside of our office, automatic... payments and payment by phone during business hours. If payment is not received by the due date, a $4.50 penalty fee is added. Payments sent via the USPS are processed the date they are received by mail. The customer's payment due June 5, 2016 was received on June 7, 2016. The customer who initiated this complaint has made no phone contact in which the customer identified themselves, with our office since 2012. For security purposes, the front office door is secured, as there is no attendant at the front desk at all times. A call button exists for customers that need anything further than to drop off payment. The customer did visit our location on July 1, 2016, and rang the call button for service. When the employee arrived to assist them, the only request made by the customer was to confirm that the payment they placed in drop box was received. Customer asked "Did you get it" Employee reached in drop box and retrieved the payment; confirming receipt with the customer, who then left saying something as exiting through the front door that could not be understood. The payment included the late penalty for the payment received after June 5, 2016. Had the customer made attempt to communicate any additional concern, employee could have addressed the matter.
