DO NOT USE " PAUL SMUCKERS WINDY HILL CONCRETE".
We hired him to put stamped concrete over our existing concrete pool surround thinking it would update our plain white concrete. It looked good for 1 season. It faded, had terrible discoloration, hairline cracks all over and ugly yellow color at every seam. We called and sent pictures for 3 years. He told us it was because it was in the sun and exposed to chlorine, DUHH No secret it was a pool surround when he encouraged us to have it done!

He finally said I can fix it for $1200. After we had spent $7000.! We agreed to 1/2 $600 because he said he would recaulk all the seams, but asked for a quote in writing. He never gave us anything in writing after numerous requests. He told me the morning of the day that they were coming and said it would be a little lighter than the original product. The recaulking was satisfactorily done by his very nice crew. But we came home to a PAINTED SLIPPERY SURFACE. Not at all what we had originally contracted for at $7000. We were stunned. We were not at all happy with the shiny finish but not sure what to do about it. It looks awful. Even worse it is slippery. When I told him , he said they would put a no slip coating on it . We had given him 50% to start and told him we would pay the balance upon completion with an invoice indicating what we were paying for. He refused to send his crew out to finish to job unless I delivered a check to him the night before they finished. Not only that he CURSED ME UP ONE SIDE AND DOWN THE OTHER. He said he was doing us a "F-ing " favor and he was sick of hearing our "G-damn" complaining. I put him on speaker so my husband could hear him. It was unbelievable the amount low class, foul mouthed, cursing and yelling! I have been in sales for 30 years and deal with all kinds of businesses and people and have NEVER heard anyone, let alone a business owner talk like that. I took the money to his business that night just to get the job finished and to get him out of our lives. After they were done we walked onto the deck and it was still slippery. I texted him to ask if they were coming back to apply the no-slip coating and he replied for $200.! We're afraid he may not have enough liability insurance when we sue him when someone slips and falls and cracks their head or breaks a bone on his slippery deck.

I also never received that invoice indicating what we paid or what he did for the $. DO NOT USE WINDY HILL CONCRETE. You will not be happy. It was a VERY expensive lesson for us. We are now trying to figure out how to remove this ugly slippery paint.

Review: The above mentioned company was hired in summer 2012 to lay a stamped concrete on a short, sloped walkaway from below grade level. They performed the service and assured that it will last a several years. Unfortunately the finish started to crack within a month. The company was called, they confirmed that it was not laid properly ( the stamped concrete finish did not stick to the existing concrete surface). Paul, the contractor ( president of the company) told me to wait until spring to see what will happen. During a freeze, cold weather the finish permanently separated from the existing surface. After a 4-6 weeks of constant calls ( april -may) [redacted] brought his crew and redid everything from the beginning assuring me that this time it is done the right way. Again within first month finish started to crack. Another 5 weeks everyday calls, he answers that he cannot do it again as he believes that the finish will stay over the winter even-though it has cracks. After 2014 winter the cracks are still there and some areas started to peel completely. After months of calling, leaving messages no answer.This company is dishonest, give a warranty and never stay behind it. he just ignores my phone calls and never pick it up.Desired Settlement: The walkaway needs to stripped to the existing bare concrete, and re did from the scratch with proper adhesion to the existing surface, if not a refund to cover another contractor who would do a better job that will last several years

Windy hill concrete did this overlay for another contractor
that could not meet this cleints satisfaction,
The overlay then failed due to retaining walls not correctly draining
an water leaking thur the walls causing overlay to be ineffective
Again an issue left by the previous contractor we tried to accomadate
