1A+ Masonry Restoration

Review: William Kopczenski of A-1 Masonry and Restoration out of Gretna, VA signed an agreement on 4-10-2014 to replace damaged stucco on my home in **. He stated that he would tear off old stucco on both sides and front of house, put up tar paper and galvanized lathe, do a scratch coat and finish coat as well as paint the entire stucco area for $10,500. I gave him a down payment of $3500 on April 10, 2014. In the signed contract, work was to be started immediately and completed by April 30, 2014. On April 21, William Kopczenski cancelled the contract without doing any repair work and has not returned any money. He stated that the reason for cancellation is that I have no plywood under the existing wood lathe. I told him that I would have another contractor put up OSB board because William Kopczenski wanted to charge me an additional $4900 to put up wood. When I told him that I was using OSB board instead of plywood, he cancelled the contract and has failed to return the $3500 downpayment. The building inspector of my city stated that OSB would be acceptable under stucco provided it was covered in tar paper. William Kopczenski also indicated that he was fully insured, but failed to provide proof of insurance despite several requests. I sent a certified letter on 4-24-14 demanding the return of my full deposit within 5-7 business days. William Kopczenski has made no attempt to respond.Desired Settlement: I would like my $3500 deposit returned within 5-7 business days of receipt of the certified letter I sent on 4-24-14 demanding the return of my full downpayment.
