At this time, I have been contacted directly by 1st Art Gallery Inc. regarding complaint ID ***, however my complaint has
NOT been resolved because:
The business contacted me, BUT it was NOT in response to my complaint filed with the Revdex.com The contact was a reply to a message I had sent the business before contacting the Revdex.com
The individual from 1st Art Gallery suggested that he would allow us to order, but would not change nor explain his reason for offering the item at a price that was extraordinarily high when compared to the price that the item is offered for on the website To me, this implies that the company does not provide the qualiity they guarantee to all customers unless special arrangements are made and a much higher price is paid This however, is not in anyway something that was even hinted at on the website and again, not something that he would explain either
Sadly, the company representative seems to feel that he does not have time or an interest in dealing with these matters and upon seeing other complaints online, the tactic appears to be, suggesting that the individual who filed the complaint is likely from a competing business and the site's hand sifted-testimonials (which in study it is revealed can be a notoriously poor measure of a product/business) will show that the complaint is wrong He will make a good effort to discredit the individual who has made a complaint These complaints often reveal dealings not entirely dissimilar from what I experienced In fact, by siting high profile jobs that yielded praise from the client, the company repfurther raises my concern/question regarding if the business has different tiers of quality available for a price or special contact, but will not reveal that this quality is NOT what all will receive despite making it appear that all clients are assured the same "museum quality" He will not explain why my item is only offered to me at the MUCH higher price than what is listed
Simply, the matter was ignored

We've agreed to refund the customer minus our s&h costs, even that in our terms and conditions we write that such orders are not refundable. The customer is blackmailing us into a refund which she does not deserves.

Review: On September **,2013 I ordered a painting from 1st Art Gallery Inc from their online website and paid $189.88. The painting is titled "[redacted]," a reproduction of the original from the artist [redacted]. I received the painting November **, 2013 and noticed a number of obvious paint runs in various locations on the painting. I immediately contacted the company and they informed me I needed to take pictures of the errors in question and send them in an email. I did this more than once and they said these paint runs were normal and I disagreed because the original painting did not have these obscene paint runs. I insisted they fix this and according to their policy, if the painting had errors on it, they would pay for the return shipping and fix the problems at their cost. They also said it would only cost about $30.00 to ship it back. Turns out I have to ship this item to China at a cost of nearly a $100.00. Shortly after that, they sent me an email saying not to ship it back and that they would paint me a new one. Then I received an email from another rep from their company saying there were no errors and they were not going to paint a new one. I sent more detailed photos showing the obvious paint runs and blotches and after a few more email exchanges they again agreed to paint me a new painting. Then in the last email they tried to convince me again that I was wrong and insisted that I pay for $30 shipping on a new painting. The customer service reps at this company have been very difficult to work with and have continued to argue with me for over two weeks on this issue. Twice they said they would send me a new painting and then retracted with an excuse saying that I was wrong about paint runs. Their policy states "Shipping charges will be refunded only if return is a result of our error". I find that they are not following up on this promise, or their 100% guarantee promise either.Desired Settlement: I would like to have a new painting done as they said they would do with no strings attached. Otherwise I would like a full refund without the expense of return shipping to China. I shouldn't have to spend $100.00 to return this painting to China with errors on it to get a refund of $189.88. I shouldn't have to pay to have it sent to China when the company is based out of New York and the cost to return ship is more than half the total cost of the painting.

Review: I requested a quote for the company to recreate a picture of myself as an oil painting but to change my clothing and background. I attached the picture of myself and some ideas for the changes that I wanted to make including an oil painting for inspiration. I received an email the next day from a man named [redacted] who said that he could not do what I asked, but that he could use the oil painting I attached and just exchange the woman's face for my own. As the woman in that painting was topless, I decided not to go ahead with that painting. The next day I submitted another quote request, this time requesting that he recreate another oil painting (one I did like) and replace her face with my own. The next day I received another email from [redacted] with a quote for $295. I agreed to that price and I paid for the painting up front. A few weeks later I am notified that the painting is ready for review and I am shocked to find that they had painted the topless woman painting and stuck my face on her. I have exchanged countless emails with [redacted] and due to some language barrier, he does not seem to understand what I am saying. He just keeps repeating that they do not give refunds for custom paintings. I can understand the policy, if they had actually painted the picture I ordered but they did not. I absolutely will not accept the painting they have made, and if you could see it you would know why. If someone other than [redacted] or [redacted] (I spoke with him once and he told me that he does not do customer service) wants to contact me, I have saved the emails and created a timeline of our conversations to better explain where the error occurred.Desired Settlement: I either want a complete refund or a completely different painting made.

Review: I sent an email to this 1st-art-gallery asking for a bid on a painting to see if they could provide a price better than what they listed on their website. The painting can be found at this link: [redacted]

The price for the 20x32" painting that I was interested in is listed at $271.69 on the site. I have a screen grab of the page as further verification. When I asked for the quote, I suggested that other sources I had dealt with had provided inferior reproductions and that I was coming to them because I understood that they would do things right ("museum quality" reproductions is what they promise on their site).

The reply I received from "[redacted]" said, "If you want the best quality reproduction the total will be $640, shipping included, for Museum Quality (the best quality)". I asked why the price he quoted was so tremendously different from the price listed on the site. The answer I received was, "With your requirements we cannot paint it for less." I replied with the following: "I suppose I do not understand how our requirements are any different than anyone else’s. Museum quality is what is offered to all, with a reproduction as close as possible to the original, is that not correct?" I was then told that the company would not be able to do a painting for me, the offer was withdrawn, and I was told that [redacted] had been doing this for 10 years and he would rather not take the order from me. My "requirements" are nothing more than what is promised on the website to every client.

I have apologized to [redacted] for whatever it is that I did to offend or frighten and asked for a simple explanation regarding the price discrepancy and for clarification regarding if they offer different levels of "museum quality" based on if one contacts them before commissioning a work instead of simply ordering from the site (the site certainly does not provide any details regarding these options --- if they are options).

I have noticed that when individuals complain about the company [redacted] is very quick to reply on sites like ripoffreport and generally suggests that the individual is clearly a competitor. He then goes on to site the satisfied customers' experiences. If select clients get a different grade work, I can see how such positive comments could exist, but it is clear that the experience I have had at this point suggests that the complaints are not necessarily from "competitors" or even terribly unreasonable customers. I don't even know what I did wrong to have been given the cold shoulder by this individual. I just wanted to contract a painting, express confidence that they could do the job well/right, and understand why when I asked for better deal, I received a quote that was 135% above the advertised price.Desired Settlement: 1) I would like to have my questions answered instead of being rudely ignored.

2) I would like to still have the option of ordering a high quality "museum quality" reproduction for the price that is advertised. At this point it is not clear if what they sell on the site is what they advertise of if personal contact must first be made to get the "secret price list" associated with what is advertised.

3) If 1st-art gallery does provide various grades of reproductions at different rates I believe this should be made clear or at the very least, in private communication the representatives ([redacted]in this case) should openly acknowledge such options instead of simply telling a potential customer "I don't want to do business with you" for no apparent reason.
