21st century computer systems

Review: 21st century computer systems sold me a finance software for my business Martinez Motors Finance inc.which did not work. Tried calling owner several times very difficult to get a hold of and I could not get product to work to my satisfaction, no manual or instructions, I therefore requested a refund he agreed and said to mail him back the dvd/software which I did. I used the address of the original Fed Ex envelope which is the 830 Serenidad place goleta, ca. 93117. He said he no longer lived there so I asked him why he was still using this address as a return address if he had moved? He did not reply. To make a long story short after several searches on google I discovered he either owns or has sold the Goleta address as I have discovered per Google he has rented it out as a vacation resort house. He stopped answering my calls and now just resorts to emails, I emailed him and told him it was not my concern he did not furnish the proper address and the p.o. box he had given me, Fed Ex would not delivery to. Therefore I said if he didnt credit my paypal account I would resort to legal action . Soon after, he emails me and said the person who is now living there called him and told him he could go pick up the Fed Ex (dvd) package. I have not been credited my $1426.84 amount although I have continuously asked for the refund and have paypal-ed him a request for payment. I have not heard anything else. Have sent him a paypal request for refund.Desired Settlement: Full refund requested per our agreement.
