The complaint filed in regards to the applicant themselves registering and completing the background check process and later finding out that they completed the wrong process is not a liability of 3M Cogent.  The applicant and or the requesting agency is responsible to direct applicant to...

perform the appropriate background check process.  3M Cogent, as the contracted vendor to the state provides the platform for which to complete the directed process.  There would be no refund for a completed transaction that has already been invoiced and paid for by the vendor when the negligence was on the part of the applicant or the requesting agency.
