Prior to the installation of gutters, I hired Jim *** of 5-Star Roofing to install "drip edge". On 4 August 2017, Jim *** & I signed a work proposal, one which he had drawn up. (Though hired to complete multiple repairs, this complaint focuses on the drip edge as no other work was performed.) Anxious for gutters, Jim fabricated and installed drip edge first. Unfortunately, when the company came to install the gutters, they said the drip edge wasn't "real drip edge" and it needed to be removed and replaced before gutters could be installed. I contacted Jim and told him what had happened. He was adamant his work was correct. He also stated he stood by it. Not getting anywhere and not knowing who to believe, I asked two other roofing & gutter contractors to come inspect. Each said the drip edge was not usable and it had to be removed and replaced for gutter installation. To make matters worse, one company knew of Jim *** and said he wasn't licensed. I was told to check for myself. I did. I called the VA Board for Contractors, Licensing. The man confirmed Jim *** wasn't licensed. The man also said a couple years earlier Jim *** had submitted an application for licensing but then pulled it. The man said that was never a good sign. I then told him of the drip edge and he advised me to seek legal counsel. So, I did. The lawyer told me I had three options. The 1st option wasn't advisable since small claims court had no means to enforce the recoupment of money from unlicensed businesses. The 2nd option was to file a civil suit which could result in assets being seized and potential bankruptcy for Jim ***. Knowing Jim *** had a family to support AND believing what he had told me about standing by his work, I opted for option 3: to appeal to him to do the right thing, specifically to refund my money or do other work as compensation. It was difficult to contact Jim ***. He eventually called on 20 July 2018. The conversation didn't go well. He said he wouldn't work for free then hung up.
Product_Or_Service: Multiple Repairs
Refund I desire a refund of *** On 4 Aug 2017, a proposal was signed with Jim *** of 5-Star Roofing to perform multiple repairs initially totaling *** (later changed to *** by Jim ***). On 10 Aug 2017, I paid *** half of the original total. On 20 Jul 2018, Jim *** refused to complete the remaining work, claiming he owed me nothing and the *** had been in payment for the drip edge. A lie! A 50-second message by Jim *** to my cellphone at 10:37am on 19 Sep 2017 also proves this false.

At approximately 11:45am on 30 July 2018, Jim *** provided me with a cashier's check from Southern Bank in the amount of *** the exact amount I had requested within this complaint. I greatly appreciate Revdex.com's assistance as I am convinced this matter would not have been appropriately and expeditiously resolved otherwise.
