504 Customs A Paint and Body Shop

I brought my car into 504 Customs on April 3, 2013, the owner [redacted] stated that he would have my car ready in 2 weeks the agreement was that he would pay for the rental. [redacted] had my car initially for 3 weeks claiming that he was awaiting a Insurance Adjuster to come out to look at the car so that he can receive supplemental money, I contacted Allstate and there are no records showing where he filed a additional claim. Every time you contact [redacted] he never answers his phone and he is never in the shop. I have text him and he stated 2 months later which was June 15 that he had not worked on my car and that I could come and pick the car up on Saturday June 15 for 2 pm, not only was I at the shop but there were 6 other customers that were out there to pick up their vehicle, but [redacted] was not there; several customers called [redacted] phone and he stated that he was out of town, he stated to me that he was awaiting a check to clear and that he would have my car that has not been worked on and the money to give back to me on Tuesday, June 17, 2013. I went to the shop on June 17th and of course [redacted] was not there. I text [redacted] his response was that he text me earlier that day and the check was going to clear Wednesday. I went to [redacted] shop on today, he was not there, I phoned him he stated that I had to wait until he finish his errands, I explained to him that I would wait he said that he was not coming to the shop and he also stated to me that he can give me my car back in the condition I brought it to his shop and not give me my money back, he said that he knows how the Insurance System works. Several Customers and myself have contacted Jefferson Parish Police Dept. and they have stated that there is nothing that they can do help us in this situation. The insurance company has also stated that there is nothing they can do because we chose him as a body shop, the check was made out to me and the shop. Can you please help me??????????????
