This complaint should have been directed to the customer's retail electric provider which appears to be CPL Retail. Our company is AEP Texas and we are responsible only for the energy delivery (wires) and do not bill customers directly for our portion of the service. All billing type... issues need to be directed to the customer's retail provider which in this case appears to be CPL Retail.
