Review: A & L Properties failed to refund my deposit in full by the legal 21 day calendar date.

I rented out their [redacted] unit from 03/2011 to 10/14/2013 is when I turned the keys in to them. They told me that by law they have 21 calendar days to return my deposit to me. After 11/04 (the 21 day mark) I started calling and leaving messages for them as I had not received my refund for the deposit. On 11/20 they left me a voicemail asking how I would like the deposit returned. They hand delivered the $875 check to me at work in El Dorado Hills. First of all they stated that the deposit was $1150 not $1200 which is untrue since I have a copy of my original lease documents and secondly they deducted $275 in "cleaning fees" which they legally lost all rights to deduct when they did not have my deposit back to me by 11/04 which by law they are required to do. I have since then contacted them multiple times with no response. They also back dated the hand delivered check to 11/01 to try and cover their tracks and in my belief try to state that they had the refund to me before the 11/04 cutoff date which they did not. I not only have a voicemail confirming on 11/20 that they didn't but also have a witness from my work willing to attest to the date in which the check was delivered. At this point I am requesting that the additional $325 be returned to me as they have no legal right to keep any of my original deposit. I have not yet cashed the original $875 check as I do not want this to show that I in any way consent to the $875 amount. I am requesting that the full $1200 be returned to me as by law they are required to do so.Desired Settlement: I am demanding that my full $1200 deposit be returned to me as they did not have my refund check to me before the 21 day calendar date that the law dictates. I am owed an additional $325 check on top of the $875 check given to me.

Very unprofessional. The owner, or who seems to be the owner, steven, will say what he needs to to get your application fee and then you are treated very poorly after. They make you feel like your bothering them if you ask questions and take forever to complete the application process. We also showed up to look at a property to find that he scheduled someone else at the same time. I woul not recommend this company. There is also a ripoff report on line from 2010.
