Order placed and paid for, but never shipped from seller. Seller will not return calls and doesn't respond to emails.

I ordered a Plano tackle box model 758 on 2/28/13. The sellers website doesn't show any status on the order. The order was paid thru Paypal at time of purchase. Seller has not shipped the item. I have left 3 messages by phone and sent 3 emails to the sellers customer service with no response. Paypal has been unable to get any response from seller. The total order with shipping is $36.29. I feel this company is a scam and doesn't ship any orders placed. They have done this before as stated on Revdex.com.
