A & S Collection Associates, Inc

[redacted] of A & S Collections contacted me and convinced me that working with A & S Collections was in my companies best interest I was to pay $189.00 for 10 collections, Before signing a contract I explained to [redacted] I was an artist who general gets paid on a cash basis, but occasionally I received a bad check or a customer who refuses to complete a transaction. I explained I really didn't need her service but She assured me there was no time limit on the 10 collections. If there was I would not have signed with A & S Collections, After using A & S Collections for a few years I suddenly noticed the collection paperwork I submitted was not being collected. Thought they lost my paperwork, were back logged... After a while I started calling, I was told by [redacted] that the company was purchased and the new owners were not licensed to collect funds for Connecticut accounts, but that the owners were applying for the license so in the future the collection agency would be able to start collecting payments due to Silhouette's. I've been calling every 6 months or so, it's been roughly 2 years and A & S Collections still can not collect monies for people in Connecticut. Silhouette's had signed up with A & S prior to the new owners. I asked for 60% of my money back, The $189.00 paid entitled me to 10 collections and I was only able to receive 4 (3) in 2008 and (1) in 2009. I had written on my contract the $189.00 was a one time fee not annually, There was no time limit to use the 10 collections. I was never informed A & S was sold to new owners, or that my collections could not be processed I've had several collections that have gone absolutely no where. which is how I found out that A & S Collections could no longer be my collection agency. Since they have backed out on the agreement I want the funds I paid returned I am willing to be reasonable. But new owners should not negate the terms of an agreement. If they can not represent me than they need to return the monies paid for unused collections. I have contacted A & S Collections several times, They sent me a copy of the contract I signed. Their contract clearly has my comments written on it "No time limit to use on 10 accounts" ( collections). I am being told that if A & S Collections collected any payments that they have fulfilled their portion of the contract. I feel I have been scammed. I signed a document in good faith, one that mis-represented A & S Collection's current intent. My comments are on the original contract, because there are new owners should not mean "I" lose out on the agreement. I want the unused portion of my funds returned. The last time I called I left a message for [redacted] , the companies attorney. He did not call me back instead a woman by he name of [redacted] returned my call. She told me she would speak with [redacted] Don't know if that ever happened. However I received a letter from [redacted] dated Nov. 3 2013 stating that all my accounts had been cancelled because A & S Collections is not allowed to collect in the state of Connecticut and as far as they A & S is concerned they have collected more than the processing fee so they have no other obligation to me. This is completely unacceptable ! I would greatly appreciated you assistance in this matter. I am really angry, I work really hard for my money if they can not fulfill their part of the agreement than they need to return the unused portion of the amount I paid.
