The complainant's son was seen in on February 13, 2015, as a specified in the complaintWe billed the patient's insurance for the visit and the insurance paid on February 27,leaving the patient with a $*** coinsurance that the patient paidHowever, afterwards, in January 2016, the patient's insurance, ***, requested a refund because the patient may have had other health insurance as primary insurance and the patient needed to contact *** to complete a Coordination of Benefits regarding this date of service; not an issue of medical insurance versus vision insurance as the guarantor claimsThe insurance refund was mailed to *** on February 6, 2016, and at the time, the balance of the exam became the patient's responsibilityThe patient's guarantor did not resolve the issues with *** or pay the balance and the balance was sent over to our collection agency, *** *** ***, ***, after the patient received monthly statements that went unpaid per our standard collection policyAfter the patient's guarantor was sent to collections in September 2016, the guarantor finally sought to resolve the issueThe balance has finally been paid by the insurance company as of January 24,2017, however, the balance the guarantor owes is court cost and collection fees related to being sent to collectionsThe guarantor has been contacted by *** attempting to resolve the issue, however, they have failed to follow up with ***At this time, no money is owed to Access EyeThe outstanding balance is owed to *** due to the guarantor's lack of timely response to their insurance company's inquiry for the Coordination of Benefits and failing to address the balance timely with Access EyeAny outstanding issue needs to be resolved with *** and not Access Eye. I have reviewed the offer and/or response made by the business in reference to complaint ID [redacted], and have determined that this proposed action would not resolve my complaint.  For your reference, details of the offer I reviewed appear below.
[Provide details of why you are not satisfied with this resolution.] I am not satisfied with this resolution.  As stated before I had asked when I went in for my sons appointment if I needed to include the health insurance even though it didn't cover eye care. The lady at the desk said no. So I didn't include it. When [redacted] took their payment back because of other insurance, I contacted [redacted] and they said access had to bill [redacted] (my other insurance) and once they got the denial letter then they needed to send it into [redacted] with the claim, as we didn't have eye coverage through [redacted]. I contacted access through this the mail and through the phone and explained this to them. Access refused to bill [redacted] and get the denial letter. I got a letter from [redacted] stating I didn't have eye coverage and hand delivered it into access sometime in October and explained that they needed to re-bill [redacted] and send the letter stating I didn't have eye coverage from [redacted] along with the claim. I thought everything was good until I received the judgement. Which since access refused to do anything with the insurance, I took it upon myself to contact the insurance and do it all. The claim was finally paid in January. I was told by [redacted] that if the claim was paid before Feb 4th that the judgment would be dropped. When Lisa Walker called me in January after [redacted] had paid the claim, she told me she contacted [redacted] and everything was good. It had never went to court before the claim had been paid and I was never informed that I'd have any other costs. Next thing I know we are getting a letter from [redacted] in the mail about the court case and how access has the ability to garnish our wages for the amount. I spoke with [redacted] last week and told them what was told to me by them and Lisa W[redacted] in Jan. They told me the decision was up to access and tried contacting Ms. W[redacted] while I was on the phone with them. No one ever got back to them. If access would've billed [redacted], gotten the denial letter and sent it in with the [redacted] claim like I had explained to them several times, then we would've never been in this predicament. Also them saying it's between me and [redacted], they may want to talk with [redacted] because [redacted] says it's between access and I.
