I have reviewed the response offer made by the business in reference to complaint ID [redacted], and have determined that this proposed action would not resolve my complaint.  For your reference, details of the offer I reviewed appear below.
The seller sold this car to me 4 years ago and did NOT disclose that it had been wrecked. He claims he told my father it was rebuilt, but my father was NOT the customer, I was - And he did NOT tell me it had been wrecked until AFTER I had to take the car to a completely different dealership for it to be repaired. The seller told me that it didn't have anything wrong with it. In fact, when I questioned him why the left driver side fender was slightly darker red than the rest of the car, he claimed that he just replaced that fender due to a dent from a minor fender bender. He also claimed that the car had been locally owned and driven, when in actuality, it was from the Virginia Beach area and had been totaled there. He never disclosed that the car had been wrecked to me. As far as the title goes, I NEVER saw the title. The title is at [redacted] Bank in Wytheville, VA, where the vehicle is still financed through. AFTER purchasing the vehicle from this crook, we found out from [redacted] that the car had been totaled and the air bags had deployed and asked Mr. Adams to buy the vehicle back from us because we did not want the vehicle due to it being wrecked. He flat out refused, claiming he had already spent my money! He claims I bought the car knowing all this beforehand, but I can assure you that I did NOT know any of this or I wouldn't have even thought about buying the car!!! How is this legal?!

My response to this is that I have never tried to cover up any work or repairs on vehicles I have rebuilt.  She did send her daddy to represent her and I did tell him what was repaired to the best of my knowledge.  I would never tell any customer there wasn't anything wrong with any car on the lot.  Any used vehicle will have its imperfections.  I did not tell anything of were the vehicle came from because I do not know.  She said she never saw the title well she signed it upon purchase.  I have been in business for over thirty years and never had any complaints through Revdex.com.  After re reading this letter just about everything this lady has put in there is not true.  This car was sold at about 1/2 retail price but she has never mentioned that.
On closing the DMV has checked into this and found I did not misrepresent the vehicle. 
I am sorry of her misunderstanding maybe she would be better off to buy a new one at full price.

We are sorry to be reading this complaint and can empathize with our customers concerns. This customer had a unique situation where she was being targeted for vadalisim and was requesting a video security system to hopefully catch the perpetrator on video. On first inspection of the property our initial suggestion was a 24/7 DVR recorder with video cameras. The set up was estimated at $800-$1000. The customer did not want to spend that much on the system so we found a solution that would fit her budget and she ended up choosing a clip based recording solution which would record off of movement. The cons of the system were explained to her that because it was a clipped based recording and not 24/7 there is a chance it may not record in every event. The cameras installed were high quality 720pHD cameras with good visual. The nighttime visual is not as clear as the day which is true of most video cameras. We have not seen the actual footage of the cameras when her home was vandalized so it is hard to respond to the quality of the camera being poor. There are many instances where high quality cameras will not record the image desired do to many factors that are out of our control. It is our intention to always use the highest qaulity systems available within our customers budget and to deliver high quality service. We did install two outdoor HD cameras and smart security system for a total cost of $200 to the customer. This was the total amount we billed to custoenr. We have reduced customers buyout of remaining term balance owning. We wish the best for this customer.

I made it to [redacted] and wanted to respond to JSB's initial reply.
I haven't dealt with [redacted] was the consultant and installer of the cameras. I have since been dealing with [redacted] in the [redacted] office pertaining to cancellation.
I am very disheartened to learn from today's response JSB is denying having been shown the video. I emailed the video to [redacted] right after the vandalism. We discussed the poor quality of the video and I asked him if he knew anyone who could enhance it, and I offered to pay for this service, so the police could get a positive identification. My neighbor who was at the signing of the contract also remembers I sent the video and asked for a way for it to be enhanced. And, the day [redacted] sold me on the contract, he asked for positive google reviews because he wanted to open an office in Greenville, SC and build up his business. As soon as he left, my neighbor and I gave very favorable reviews for [redacted]. In hindsight, I wish I would've waited to see how the cameras really functioned, or malfunctioned in this case. The JSB/Monitronics system was flawed from the beginning. The cameras I purchased were supposed to be adequate for the porch surveillance - I didn't need an $800-1,000 system with 24/7 DVR. I could've bought the same system at a big box store for half the price but I was assured the 2 cameras would be sufficient for my small porch and front yard. Soon after installation, per [redacted], the "cloud" storage began filling up with clips and once we hit 1,000/month it would cost more $ to JSB, so [redacted] spent time dialing down the resolution & sensitivity, working with boxes and makes, but also adequate enough to record true offenses, not just cars or people getting into the camera range. We mutually agreed to turn the cameras on from 11pm-6am, since the vandals were targeting at night, and to help with the "cloud" filling up. The video in question was at 4:16am but such poor resolution it cannot be used as evidence. And, one offense between Dec. 29-31, 2014 was completely missed by the cameras, surely due to the lower sensitivity levels. I was on a business trip and scoured the recordings for 2 days only to find nothing was picked up by the cameras and that is why I spent 200.00 on an electrician and 40.00 on a motion detector light. [redacted] thought more light at the far end of the porch would help. I've since noted on the installment agreement a false statement by [redacted]. Under "Customer Authorization" He wrote I was not under contract with any other security company. That was completely false, he knew I was under contract with Vector until June 2015. I am a firm believer in truth and justice. I feel as though, in good faith I paid for a security system and that it would do what it was promised to do - get video recordings for the purpose of identifying and pressing charges. It did not deliver and I should not be stuck paying 662.14 for inadequate services. At some point, a company needs to stand behind its product 100%.

Thank you for responding to my complaint submission. I've forwarded the email chain between [redacted] at JSB regarding canceling my service due to: selling my house and the failure of the system installed to provide clear video for positive id for the police so I could press charges.
And, I have attached the contract and installment agreement I signed on 12/19/14. I noticed on Install agreement item 7 that JSB/Monitronics do not guarantee their service - how can I be told and shown a demonstration that looks to be fool proof. I was not told there could be a chance the video would not work. 
I also noted on the installment agreement a false statement by [redacted]. Under "Customer Authorization" He wrote I was not under contract with any other security company. That was completely false, he knew I was under contract with Vector until June 2015. 
I was under a lot of stress over the vandalism at my house and was visibly upset and crying when signing the documents. The entire goal was to install a system that would function properly, which it did not. I am left with nothing as evidence. I am moving to family's home [redacted] and they don't need a security/camera system. JSB/Monitronics will not let me out of the contract because I am not taking the service with me. I would prefer to not have to pay 662.14. If the system had produced a viable video I would be happy to pay for their service, but the service was just as good as no service at all.

To add insult to injury, Mr. Adams has resulted to calling me a liar. He sold this vehicle to me knowing that the air bags had been deployed, thus reducing the cars value, and did not disclose that information to me. I would like to see a copy of this title that I supposedly signed. The only thing I recall signing was a bill of sale. The only papers I have from this transaction are my loan papers from [redacted] Bank, where the car is financed through. I paid $6,500.00 for this car, but I was under the assumption that this was a new car with 7,000 miles on it, 1 previous owner, that had a minor fender bender. That is Mr. Adams exact words. Now, if you would like to call me a liar, I have 2 witnesses, my brother and my boyfriend that came with me to your lot the day that I test drove the vehicle and talked to you about it. They seem to recall the exact same conversation. I sent my father a week to your lot a week after I purchased the car because the airbag lights came on, which was a concern for us. Then after we found out from [redacted] [redacted] that the vehicle had been completely totaled, we demanded that you give us our money back, to which you responded that you didn't have the money to give me and completely refused to take the vehicle back. Every car dealership I have been to has turned me away because this vehicle is red flagged, meaning I can not sell or trade my vehicle on any car lot. They tell me that what you did was completely wrong and immoral and it makes all used car dealers look bad. Every time I have been to talk with a car dealer, their first response is to shoot me down on purchasing my Cobalt and then the second response is that there is no way you should have ever been able to sell this vehicle to me in the first place. I have tried to sell it private party and no one will buy this car because of the title situation so I am stuck with it. I had a retired police officer that was interested in purchasing it and upon me explaining the title situation to him, he said he was shocked that the bank even financed it with it having a rebuilt title and even more surprised that the insurance covered it. So I have a vehicle that you sold to me, which I can not sell or trade on a car lot or even sell private party. The car wasn't even worth what I bought it for and you knew it. This was the first time I ever purchased a car and what would normally be a happy memory for some has been a complete nightmare for me. I have spent well over enough to purchase a good, dependable car just on the parts and services of trying to fix this car. I have had to replace both axles to try to get the rattle out of the front end of it and that still hasn't helped.
 
By the way, if I had the chance to do it all over again, I would have never, EVER set foot on your "junk yard" of a car lot. I would have gladly went and spent the money on a brand new vehicle at a legit car lot, because at least I would have got what I paid for and not been called a liar for bringing up any issues. The fact remains, I wanted my money back and you wouldn't give it to me. I hope you enjoyed the vacation you took with the money I gave you for this car, after all, that was what you told me when I wanted my money back. I'll be sure to let people know how you treat your customers.

Review: I purchased a 2008 [redacted] Cobalt in 2010 from Adams Auto Sales in Max Meadows. I asked Mr. Adams if the vehicle had ever been wrecked and he said no. A week after purchasing the car, the airbag lights started malfunctioning, the keys got stuck in the ignition switch and several other things started happening with the car. We were contacted by GM that there was a power steering recall on my vehicle so we took it to the local [redacted] dealership. There, they ran the VIN thru the system and informed us that the vehicle had been totaled and asked if the dealer had informed us of this, which he had not. They suggested we contact a DMV investigator. We were then told to contact the dealer, which we did and he became irate, threatening, and refused to buy back the vehicle or even speak to us further. I have went thru the MVDB, DMV, Legal Aid, etc and am still stuck with this vehicle. I am unable to sell it and unable to trade it. No dealer will even consider buying this car and once they run the VIN, they tell me that what this dealer did to me was illegal and wrong and suggest the same thing... To get a lawyer. This was my first vehicle and I didn't even know that a situation like this was possible. How is this fair or legal???Desired Settlement: Dealer should buy back the vehicle at the full purchase price and pay for repairs or compensate me for the problems this has caused me.

The car was purchased "AS-IS" and the father was told this was a wrecked vehicle and had been repaired. The DMV investigator found we did nothing illegal or erronous, and it is on the Title this was a repaired or rebuilt vehicle. You paid half the retail value for this vehicle 4 years ago.
