FOR THE Revdex.com: #***. Second respose Our office spent a couple of days assisting this client. She submitted to GCE a rush request without degree documents. Please note that it is clearly stated that it is the client’s responsibility to submit all necessary
documentation with the application, any documentation they intend to have evaluated. So after the evaluation was completed, the client contacted GCE, first indicating she submitted additional degree documents to our College Station office before the evaluation was completed. And had she done that, the documents would have been evaluated, certainly. But this was proven not to be the case. She later admitted she didn’t receive the additional documents from her institution in China until after the evaluation was completed She says she realized after submitting the application that she needed her degrees and requested them from the school and waited. She didn’t let anyone at GCE know she had done so, didn’t ask us to put her file on hold, etc. So at this point she was angry and rude because the evaluation was completed early, something most clients are thrilled about, BEFORE the final day of the three-day rush period. We explained to her that she would need to pay the customary fee to evaluate the additional documents after the fact. And she became very rude, determined at this point that it was the evaluator’s fault that she didn’t get her additional documents evaluated. And in her anger and attempts to get the documents added free of charge, she began insisting that mistakes were made in her evaluation. Every one of these requests to review “mistakes” was thoroughly researched and addressed. She said one of her grades was incorrect, stating that there was a different grade on her transcript. It was thoroughly checked and was found to be correct. When that didn’t work, she started complaining about the reduction of credits from her home country. Note that we translate credits to fit the American system of education. To some clients this appears as if their credits have been reduced, but it’s really just a different way of interpreting credits, compared to what they’re used to in their home countries. And it’s at the heart of what a credential evaluator does It’s standard stuff, in other words. And I explained this to the client. I explained that we use a formula to calculate equivalent U.S credits and also that credits are general recommendations for transfer, etc. She then complained about lack of credits for an undergraduate thesis and a college student enrichment class. I explained that these are not generally transferable and therefore credits are not recommended, and therefore, again, no mistake was made. She has been instructed that she can have her additional documents evaluated by paying the customary fee, but that no other changes can be made to her evaluation at this time. I am rejecting this response because: They fraudulently went ahead to debit my account days after I told them that I was no longer interested in going ahead with the evaluation since they could not render the service I requested forI am the customer and not the other way roundIf you look at the attached mail trail you will discover that their claims are untrueI specifically informed them that I would be unable to afford ordering the transcripts directly from Nigeria as I already had my transcripts in my possession and as such if they could not accept what I was providing then the transaction should cease forthwithSurprisingly even after informing them of my cancellation of the request they still went ahead to debit my account several days later on the 8th of JuneThis is tantamount to collecting money for a service you are unable to render isn't it? Is that lawful? If I go to a store and intend to purchase an item and I eventually change my mind about the item will the shop insist on collecting my money? NO! I believe that consumers seriously need protection from service providers like this who hide under so-called "terms and conditions" to defraud their customers.Thank you sir

I am sorry that you experienced a delay in the delivery of your evaluation, please know that due to a large increase in incoming applications, we have gone over the 10 to 15 business days turn around goal. After reviewing your evaluation report I can confirm to you that your evaluation report...

[redacted] does show 26 graduate level semester credit hours, and not "0" as you mention in your complaint. Furthermore, there is a U.S. GPA assigned to your graduate studies shown on your report as: 3.54 which could not be stated without previously assigning credits to your coursework.About your graduate level degree, it is clearly stated on your evaluation report that what you have is a 'titulo propio". Spanish universities award “titulos propios” (not official) degrees outside the structure of [redacted] [redacted] ([redacted]) ([redacted]) -sanctioned official titles.  These unofficial degrees do not have academic recognition of the [redacted] and are not considered part of the formal higher education structure in Spain. Not recognizing this degree is not a mistake on our part, since we are unable to provide a U.S.academic credential equivalency to a foreign Master degree that is not recognized (accredited) by the [redacted] in the country of studies. I sincerely apologize for the troubles you've had trying to communicate with us, and specifically with me. I am rejecting this response because:GCE waited so long to respond to my initial complaint and they knew that my application deadline would have been passed them. They knew it because in the email correspondence between me and GCE, I kept mentioning that the evaluation is a really hurry situation and I told them that my deadline was May 6th. I am not sure why they were responding now but I will just type in my response because their response to my initial complaint was wrong and distorting of what actually happened. Also they called me rude, which I think is personal attack and did not have a basis. As everyone reading this message can see, GCE did not address the question I asked in my complaint directly. However, they started adding and making up a lot of other facts and called me rude (personal attacked me) in their response. I am wondering From what would they think I am a rude person? I have every email correspondence with them saved in my computer. And I also have recordings of the conversation with them over the phone. Those evidences could show that I always tried to be polite and to solve the problem. But they acted accusing me rude and bulling them for money.... Excuse me? I am the customer who paid the money and who lated offered to pay them so they could re-do the transcript quickly without delaying my application process (as you could see in the snapshot of the email I have attached). Just because I did not offer paying them the amount that they think is enough, they can call me bullying them? So let me restate what happened between me and GCE. I will correct the added-up/made-up portions in GCE's response as I restate the facts. On Tuesday April 19th, I purchased a three day rush evaluation of my undergraduate transcripts and submitted the copy of my transcripts online. Unlike other evaluation institutions, who would provide the list of the documents  ( I think this should be the profession standard because all other evaluation institutions are doing this), GCE did not provide any such list. In the meantime, I was waiting for my undergraduate school to issue me a copy of the graduation/degree proof, so I only uploaded the copy of my transcript and was waiting for my undergraduate degree/graduation proof. I called and emailed them about the situation but they did not respond. However, on Thursday April 21, they already finished the evaluation and mailed the copy to the school I was applying for. The school emailed me a copy of their evaluation report on Friday morning and upon reading the report, I noticed immediately two big mistakes. The first mistake was they did not include the transcript was from undergraduate school. The second mistake was they made a lot of unjustified changes to my original transcripts. For example,  "Current Affairs and Policy" is a 3 credits course and students were required to take 0.5 credit worthy of classes every semester for six semesters. That's why I have "Current Affairs and Policy" for 0.5 credit for every semester. However, GCE randomly assigned 1 CREDIT for that 0.5 CREDIT course without any reason or justification. They did not communicate with me, they did not verify it with my undergraduate school, they did not even do a little bit basic research and they just randomly assigned 1 credit to that 0.5 course which actually gave "Current Affairs and Policy" 6 CREDITS instead of 3 CREDITS. That changed my GPA a lot. Also for example, my undergraduate school requires everyone to take an Externship and a Graduation Thesis course to meet the graduation requirements. Both externship and graduation are MANDATORY for graduation, which is clearly listed on my transcripts. As everyone could see on the attached transcript, there is a note beside every course which indicates whether the course was Optional, Designated Optional or Compulsory. Of course GCE did not notice that,  nor did they verify that with my undergraduate school. They just AGAIN assigned a random 5 CREDITS to my externship and another random 0 CREDIT to my graduation thesis. Another example is I took Economic Law I and II, each had a 3.5 CREDITS. However, GCE just again randomly assigned 2 CREDITS to each 3.5 CREDITS course. Why??? Why could a 0.5 CREDIT course get 1 Credit while  3.5 CREDIT would get 2 credit? I asked GCE and they responded " FOR 0.5 POINT WHEY JUST ROUND UP". BUT GCE was actually  rounding up some courses and rounding down the others .......... I asked GCE to explain to me why their evaluation report would be this different than my original transcript and they said it's just their computer program generated this way . They REFUSED to tell me anything more and said it's their company policy. They then even said that evaluation is for recommendation purposes and doesn't have to have a standard....... But I think every profession should have a basic standard that conforms to the basic duty of care!                                                                                                                                                                So I complained the two mistakes to them on Friday , April 20. NO ONE RESPONDED ME. I called and emailed on the next Monday, no one responded. I facebooked them, called and emailed again , NO RESPONSE. THEN on the Tuesday April 24 and finally someone was willing to talk over the phone. Her name is Ann. She said that they would probably allow me to do an update of the report and they would request me to pay an update fee to solve the problem. I said yes sure no problem. But I also told her it would be unfair for me to pay the entire evaluation fee for them to redo the process because I think it was not my fault. Ann agree and told me someone would contact me via email. Later on April 24, I received an email telling me that they would help modify the evaluation report. However, several hours later they emailed again and said that SINCE I did not contract them BEFORE the evaluation was completed, I would need to purchase a new evaluation report to have everything corrected. I was shocked because I DID start contacting them since April 19th. And I was shocked that they handed in such lousily worked evaluation report and still wanted more money from me !!!!So I responded, I would be willing to pay any update fee but I don't want to purchase a new evaluation report. Then what happened was I offered to pay them an additional 90 dollars as the update fee ( Ann over the phone told me 90 dollars would be the update fee). Of course they rejected and asked me to buy a new evaluation report. I told them my deadline (May 6th) is approaching (which have already passed by now.  ), and they said "FINE, THEN YOU SHOULD PAY BOTH THE ENTIRE NEW EVALUATION REPORT AND A NEW RUSH SERVICE (AROUND 420 DOLLARS). I responded, that's too expensive for me because I already paid 420 dollars. Then they started calling me bullying and rude in the email........WHO IS BULLYING WHOM? no matter how hard I tried to negotiate with them, they still kept calling me rude and bullying them... So I am attaching the emails and everybody could see. ....  I have attached the evaluation report, my original transcript submitted for their evaluation and our email correspondence for your review.

It is stated on our website and application all documents from Nigeria MUST come from the university in Nigeria.  Mr. [redacted] submitted an application on 6/6 and did not follow this requirement.   He was contacted via email on 6/6/2017 informing he did not follow the guidelines and what to...

do so we may process his application.  He requested a refund but as stated on our website and application, we do not offer refunds once an application is received and being processed.  Attached is the further communication  via email with Mr. [redacted] informing him of  GCE’s policies, where he signed off indicating he read and followed the policies/requirements, and what he needs to do so we may complete his application.
