Advanced Repipe Specialist did not complete job according as specified in contract.
Reached out to Advanced Repipe Specialist to re-pipe home. Contract states job would be completed within 5-7 business days. He was paid $*** on 05/01/19 for down payment and a 2nd payment of $*** on 05/13/2019, with a remaining balance of $*** to be paid upon completion. However, due to some setbacks job was extended pending owner's arrival to complete job. After city inspection was completed, company completed most patch work on 05/13/19, but there are still holes in outside foundation/stucco and the circulation pump has not been installed as requested. Final city inspection has not been completed due to job not being finished on time. Called the afternoon of 05/20/19 and left a message with a representative for owner to call me back as soon as possible. Did not receive call back as promised, so I called company a 2nd time on 05/21/19. Spoke with a different representative and he told me that *** was unavailable. Called a 3rd time and was transferred to Mr. and was told he would come by later that afternoon. He did not show up so I called him later that evening to confirm if he was going to stop by. After both my husband and myself failed in our attempts to confirm a specific time to complete repairs, he became combative and refused to assist. He then spoke with my daughter and told her he would come by on 05/22/19 between 9:00 AM-10:00 AM to finish repairs. He was a no call, no show. The contract states the job would be completed in 5-7 business days, however it's been 3+ weeks and the job has yet to be completed.

Desired Outcome

I would like the job to be completed as quickly as possible. If they can not complete the job, I would like a total refund.

The job was done according to the original contract , change order, and city codes. The contract clearly states if we have to cut any cement there would be a extra fee of $***. First point, we never said that if she drops the complaint we would repair hole in the stucco for free. The reason why the stucco was never fixed and why the final inspection was never called for is because Ms. didn't want to honor the contract and the change order. She wanted us to fix the hole for the original price of the contract without the change order included. Second point, we worked on only the water lines , we never touched any gas lines at all.Third point, the attic was never fully cleaned because we were supposed to go back to the property, but since Ms. was not honoring the contract we did not go back. Fourth point, the recirculation pump is secured to the water heater and not the wall. That can be verified by a city inspector again. Fifth point , we ever never told to leave the old recirculation pump, but we may have at the junk container inour shop, we can take that back if We find them Ms. did not follow the contract and the change order, therefor that is why we never went back to clean the attic, no gas lines were ever touched , recirculation pump is secured to water heater as the code says it should be. We are waiting for her to call us back when she's ready for final inspection. Thank you.

Contractor failed to obtain a building permit in violation of Contractors License Law, Business and Professions Code sections 7110 and 7090.
Contractor failed to obtain a building permit in violation of Contractors License Law. The contractor replaced all water piping without a City of Fremont building permit violating Business and Professions Code sections 7110 and 7090 exposing homeowner to additional liability and costs. Because permit not obtained, work inspection could not be performed leaving multiple holes in walls throughout home not taped, patched and textured as required by contract. Contract required all work performed will be done with permits. Complaint filed with Contractor State Licensing Board. Business was advised complaints were filed. A few minutes ago as I was typing this complaint a company business representative obtained a permit and inspection scheduled.

Desired Outcome

Request billing adjustment and contractor finish the job. If work performed does not pass *** corrections will be implemented expeditiously. No other action required by Revdex.com.

I am responding back in regards to a compliant that was file against our company from one of our customers. We Started the job on Thursday February 7, 2019 and the contract beginning date was for Monday February 18,2019.I want to inform you that the reason why we started the job early before the indicated date on the contract was because customer was urged and worried for the job done as soon as possible because of the major leak at his home. In accordance to the city of Fremont, for us Plumbing contractors are able to start any job before getting a permit due to the fact so it wont cause any bigger damages to to the customer's home/property. As well as we try to provide outstanding service to our customer. Permit for Rough plumbing was requested on Tuesday February 12,2019 and the following day on Wednesday February 13, 2019 Inspection was made. At the end of the whole process and job was completed, Final Inspection Passed. Statements by business factually incorrect. Contract signed Jan. 25, 2019 to start re-pipe Feb. 18. Rec'd call from *** Landers, company representative who signed the contract, on Feb. 1 @ 8:17 a.m. asking if it was okay to move start date to Feb. 4 due to delay in another job. Then rec'd call from business delaying start date to Feb. 7. This evidently was not communicated to *** as he called on Feb. 5 asking how things were going with the job. These facts are supported by voicemails and e-mails. I never urged business to start early and there was no leak. *** on date contract was signed examined water meter after water shut off to see if meter was moving and it was not. If the meter was moving would indicate a leak. CA Business and Professions Code section 7110 & 7090 require permit before work is to be performed. Complaint has been filed with Contractor State License Board for law violations. Permit was obtained by business on Feb. 12, five days after job started and after I complained to business of CA law violation. Once again all these facts are supported with emails, voicemails and documents. Job has not been completed. There has been several inspections starting Feb. 13 and numerous deficiencies identified and documented by inspectors on job card that accompanies the permit. Permit is open, has not been finalized, as work is not complete. Business damaged electrical which is being repaired by an electrician costing $***. City will not close permit until electrical is repaired. See plumbing permit #BLDXXXX-XXXXX. Look it up on the City of Fremont website and you will see permit is still open as job not complete. Final inspection has not been scheduled. There is still plumbing debris that needs to be removed which is documented in pictures and on the permit job card. The business has this information which was told to them by the City of Fremont building inspectors and sent to *** (business owner) and *** via e-mail by me. I have requested the business come and clean out the plumbing debris on March 13 or 14, patch and texture the wall as required in the contract and schedule the final inspection with the city once this is done.

us we stated in the last email we started the job early because the customer stated he has a WATER leak he show the water marks in the ceiling of the bedroom located under the master bathroom, bill did the first walk trough whit the homeowner and he show them the water spots, when we star the repipe the home owner show the same spots to the plumbers the date we star the job this is the reason why we reschedule the other jobs in order to provide the best service possible to the homeowner since hes property can get more water damage. he ask to us if we can open more drywall in the damage ceiling in order to verify if the leak was stop after we reroute the new water lines. I WANT TO ASK TO MR. OURLUCK IF HE HAD A LEAK ON THE OLD COPPER WATER LINES AT THE TIME HE SIGN THE CONTRACT WHIT US? CAN you PLEASE ANSWER THIS SIMPLE QUESTION TO US.

we contact the city of fremont to advise we star a job in this property and we like to pull a permit by fax but he said will be delete the permit couple days so we set an schedule to do a walk in in to the city to pull this permit on tuesday we did a walk in to pull the permit and we request the inspection the next day the rough plumbing inspection pass *** have to take care some insulation and seal the holes in order to close the walls.the next inspection we get the approval to close the walls after we install the insulation we close the walls properly and after we are done the customer stated the power for the second story was out.the home owner call an electrician because he think when we path the walls we may damage a wire we reopen the walls us he request at the area where we work and was no damage wire at all we request couple time a proof of the damage and never give us a proof.we request talk to hes electrician he denied two we ask couple electrician contractors about this concern and everyone said is no way a cleaner vacuum plug in a power outlet will damage the power for a all second story electrical circuit,since the outlet where we connected are vacuum cleaner wasn't damaged or burnt out at all.after we requested an explanation and we got told that he had done the whole rewiring to the house because they had issues with their power. Just t clarify we got some emails from him saying two different things, first he sent saying that the plumbers damaged the electrical then he came back saying in another email that the patcher was the one that damaged the electrical. they never gave us an exact reason for the issue. the main point is that he is making allegations about this project and he has been holding money for no reasons, he has been asking for money reimbursement for the damage on his electrical work, which we did not do and we never got a clear reason for what had happened to his electrical work. We do not see a clear reason for all these allegations and I hope you guys understand that we did all our work in order to provide the best service possible to the customer,since this was an "emergency" job for the leak the owner supposedly had. we would like to be fair and we know we did not make any damages or any un-lawful actions in this job. we would like to hear from you and I you would like to hear more please give us a call. By the way, all his electrical was working properly until we were done. after we finished that is when he claimed he had issues and that is not clear to us with a valid reason.

Advanced Repipe Specialist's response is unacceptable. Advanced Repipe Specialist's does not provide a proposed resolution in their response. Instead of offering a resolution, Advanced Repipe Specialist wants to argue and distract from the facts. Instead they fabricate false and misleading information not supported by the documentary evidence (such as the contract and estimate), not supported by the numerous e-mails and voicemails with Advanced Repipe Specialist, building inspector reports and subsequent written information by several contractors who have identified and corrected deficiencies in Advance Repipe Specialist's incompetent, substandard work. Advanced Repipe Specialists are currently under investigation by the California State Licensing Board for numerous violations of the Building and Professions Code. The City of Fremont has not closed the permit obtained by Advanced Repipe Specialist days after starting their work in violation of California Law. In fact, the building inspector once again noted Advanced Repipe Specialist's workmanship deficiencies during an inspection yesterday.

Advanced Repipe Specialist argues falsely this was an emergency situation. If it was an emergency I would have contacted my homeowner's insurance company to resolve the problem. The contract with Advanced Repipe Specialist was signed January 25. They started their work February 4, ten days later. Why the late start if it was an emergency? Assuming for a moment it was an emergency, which it was not, California law requires the contractor to obtain the permit within one business day of starting their work. The permit was not obtained until February 12 after I complained t to Advanced Repipe Specialist that they had not provided the permit as required by law and in the contract. The Contractors State License Board issued a bulletin to contractors informing them of more stringent enforcement of permit requirements. The penalty of non-compliance is significant. I suspect Advanced Repipe Specialist is trying to cover up their non-compliance to avoid the substantial penalties.

In the Advanced Repipe Specialist's estimate they were to "check for leaks in drains on 2nd floor". This was in addition to the repiping. They checked when they cut opened the ceiling for the repiping. They found no leaks but did replace a section of the drain as a precaution. It turns out that the drain work Advanced Repipe Specialist performed was not done to code and has since been remedied by my current plumbing contractor.

The electrical system was problem free until Advanced Repipe Specialist's crew damaged it during their patch and texture work. Advanced Repipe Specialist was notified immediately via e-mail regarding the damaged to the electrical system caused by their crew. The electrical contractor's report documents the action needed to repair the electrical system and the cost after diagnosing the electrical problem. The electrical contractor has repaired the electrical areas blacked out during the patching and texturing of the walls by Advanced Repipe Specialist's staff. In an e-mail to Advanced Repipe Specialist I quoted the electrical contractor's statement in his report regarding the needed electrical repairs and costs. Advanced Repipe Specialist in their response above has fabricated another story about my home's electrical system to distract and avoid responsibility.

Advanced Repipe Specialist did not finished the job on March 9 as they falsely stated in their response above. The permit remains open, they have not passed final inspection. The wall will be patched and textured by another contractor.
