David M*** completed half the job he agreed to do, talked me into giving him a draw in advance, then pulled off the job completely once he had the money and didn't finish any of the work he agreed to do Numerous attempts to reach him have gone unanswered

Review: I have a home that required 3 repairs. I gave him the money for all 3 repairs upfront and he only did two. I asked him not to do the last repair and to refund me the money. He agreed to give it to me verbally and then in e-mail. However, he told me he would only give me the refund if I don't write any negative comments or reviews online like on Angie's List or Google +. I told him that I should be able to write anything I wish. He's clearly blackmailing me into not writing anything bad about him. I was only going to state the truth. Please help!Desired Settlement: I would like a refund of $321 whether cash, check or wire transfer (PayPal).
