When Mrs. [redacted] moved in on 12/13/14 she was advised to contact PGE and SMUD to set up those utilities in her name.  When we found out that the heaters were powered by propane, and the high cost associated with it Mrs. [redacted] informed me that she wasn't going to be able to afford the cost,...

that is when she was advised that if she wanted to we would let her out of her lease with no penalty.  She chose to stay and told me she would just "figure it out".  I told her the offer stands if it becomes too difficult for her. She also informed me that she would be able to get assistance from her mother who is also my tenant at the property next door, both properties are on the same lot.  Ms. [redacted] has had late payments dating back to May 2014, but we have been waiving any late fees until December of 2014 and we have been accepting bi-monthly payments in order to try and assist her.  There hasn't been any complaints from her until now that we are no longer able to continue this way and need the past due balance paid and we need rent received on time from now on, or have her vacate the property.  Mrs. [redacted] has been given every chance to vacate the property, but chooses to stay.  No one is forcing her to stay.  Our final offer extended to her was that if she could vacate the property by the 13th, cleaned the property to the best of her ability, we would waive her $500 past due balance, and give her her full deposit back less any unpaid rent for January (for the time it takes her to leave), and waive all her late fees.  What I have a difficult time understanding is why, if the property is so unbearable, and I am such a difficult Property Manager, why she is fighting so hard to stay in the property.  We want Mrs [redacted] to stay, we only ask the rent be paid in full and on time every month, and if that can't happen, that she vacate the property so I can place a tenant that can afford to live there and pay on time.  In regards to Mrs. [redacted] saying I spoke to her friend inappropriately, and or sent her inappropriate texts, that is simply untrue.  I have saved all text messages between her and myself dating back to 1/29/2014.  No one has accused her of having anyone other than herself living at the property.  That statement is simply untrue as well.  Also, regarding the condition of the property at move in, I have a signed Move In inspection sheet stating that the carpet, paint, kitchen (cabinets and counters and floor) were all brand new at time of move in, and the property was clean and in move in ready condition.  Lastly, since this complaint was filed Ms. [redacted] has contacted me and stated she will pay the past due balance on the 6th and January's rent on the 21st.  The property owner has accepted the proposal, and I thought we had come to an amicable solution.  Needless to say I am very surprised by this entire situation.  I have included the last correspondence I received from Ms [redacted] below.  I thank you for your time and look forward to a quick resolution. Dated Friday 1/2/2015 from Ms. [redacted]:  hello. you have no emailed me back but this is the best I can do , 600 on the 6th and 800 on the 21st . i am actively  looking for a place to move please know that. i would really prefer not to have an eviction but if that's what you have to do then so be it . but the payment will be there in the office like I said. thank you again for everything and I do understand that its very difficult for you managing this property due to the owner being very upset.

Review: I moved in the location of 8003 Alta vista ln citrus heights last year in November , I was unaware that the property did not have proper heating and air . what it did have is a wall heater which runs on propane. [redacted] the property manager was unaware as well when I moved in and found out it needed propane to work , well it was a Saturday and could not get help until Monday it was freezing cold around 40 degrees in this house . so I bought space heaters because to fill half the propane tank is 500$. I can not afford that. My smud bill in winter is 300. I can not afford that either. I started being late with the rent due to high bilss living here . [redacted] started sending me very innaproprite texts and showing up at the house accusing me of people living here while I was at work and all they were doing was watching after my son . he was very rude to my babysitter who was here asking her if she was me . I wrote him letting him know that he may not speak to the people in my home like that. After the last time he came over he wrote me an email stating I need to vacate the property by the13th of January . I have no where else to go nor is that enough time to pack a whole house and clean it . I'm filing this complaint because the property manager failed to let me know the information about the conditions of the home before I moved in and the way he speaks to me . this home was not even clean before I moved in the blinds were moldy and smud came out and stated this home needs 7 inches of insaltion and the electrical is not up to code . I would have never chose to move in under these home conditions and now and being evicted because of themDesired Settlement: I would just like my propane bill taken care of as well as smud
