I am rejecting this response because it is inaccurate.  The home is owned by me and the work was done and paid for by the previous owner as part of the requirements by the Borough due to a failed Use and Occupancy inspection.  I consulted with an attorney who advised me that responsibility for the proper workmanship is a liability of the contractor regardless of whether the contract was with the previous owner.  The contractor failed to execute the work per the terms of the contract and per Borough requirements.  The Borough of Narberth confirmed the installation requirements and publishes it on their website. Specifically, the Borough code on the permit obtained for the work (and specifically mentioned in the contract) requires curbs to have one expansion joint per three sections of adjacent sidewalk, which would equate to approximately every 10-15 feet of curb.  Instead of that, the contractor placed only one proper expansion joint in over 100 feet of curb.  As a result of failing to follow Borough code and standard building practices, the curb cracked in multiple locations.  It is clear from the position of the cracks that if he had followed the code requirements, the concrete would not have been damaged.
There has been no "harassment" other than my periodic requests for the contractor to stand behind his work and redo it correctly as required by Borough code and by his own statement of work.  He has refused to do so, therefore the complaint is valid and should remain on his record.  I will also pursue this through the legal system since the contractor has left me no other choice.
