The $20.00 is a diagnostic fee that is non-refundable.  In this case of the customer, work was done to her [redacted] string trimmer.  The starter rope was replaced, the cost of replacing this part is $4.00 plus tax and labor is $20.00.  If she would like to pay for the starter rope...

repair I would be happy to refund her $20.00.  The part that we were waiting for was a cable, unforturnately the distributor did not have the part in stock and had to be ordered from the manufacturer.  Which in many cases, takes a very long time to receive.  Her string trimmer is a discontinued model and has been for along time, this is also a factor in why the part was taking a long time to arrive.  All this was explained to her of why the part was taking a long time to arrive.
