This complaint is directed at the call center for this company. This company has the worst customer service that I have ever experienced. They will put you on hold for an eternity and sometimes hang up after 15 minutes of being on hold. This has happened to me 3 times in the past 6 months. Not too long ago, I called with what I considered to be a pretty straight forward question. The person that I spoke with advised that someone will have to call me back. I called back a week later after never having heard back from them. I don't know if their phone system is as antiquated as their IID devices, but a modern day phone system logs who disconnects the call, the length of the call, how long the persons been on hold, etc, Furthermore, there team leads should be monitoring the calls for quality assurance. I can bet that's not happening. I've worked in call centers while in college and I can tell you nothing like the customer service Alcolock provides would fly with a decent company. Today I called with a simple question regarding my account. After being put on hold and listening to hold music for 15+ minutes, I was hung up on. I called back, the automated system answered and after 5 minutes, I was hung up on again. I guess they know that we customers are at the mercy of our own predicament and that we're locked into a contract, so they feel perfectly fine exploiting it with poor customer service.

I always just call the manager and he always picks up. I had Smartstart before and their call center was just like that, all their call centers straight suck. I think this number goes directly to him because he alway pick up it’s 919-480-7836

Alcolock Virginia is a farce. They mislead the general public into believing science has created an ethanol specific device capable of immediate detection, and neither of those two things are true.

The LR device reads exogenous, airborne VOCs, in addition to endogenous alcohol. The machine cannot discriminate between ingested ethanol and and errant whif of windex, Chanel no.5, or hairspray.

In addition to being non ethanol specific, an inherent dissipation rate is necessary. That means the person must be held hostage long enough to prove, or disprove actual alcohol ingestion. If something exogenous occurs, one is trapped for the duration of the event, and forced to provide aveolous air samples until said sample falls beneath set fail point of

Alcholock device is defective but company will not acknowledge fault.An alcholock device was installed in my vehicle at the request of the courts. Everytime I go to get in my vehicle it locks me out saying I have been drinking. Twice while at work my boss called the [redacted] Police department over to administer a beathalyzer test. Both time I tested .000. I have gone to a hearing at DMV that was dismissed because there was no vidence of my drinking. I have to pay alcholock evertime to have this device re-calibrated and as a result I can't pay my child's daycare because its either pay alcholock or stay home with my child. Alcholock then reorts all of these incidents to DMV but will not acknowledge that if I was drunk/drinking 15 minutes ago, I should still be drunk/drinking 15 minutes later. I have co-workers, one of whom is a 28 year retired cop to testify to the fact that I am not drinking. I stopped drinking but this system makes me want to drink now. Can someone please refund me my money for having to fight this and acknowledge that there are occassions when their device is defective. I don't care that it has to be in my vehicle just put one in that doesn not get set off by the smell of cologne or at will. PLEASE HELP! Desired SettlementI want all of the money I have had to pay out as a result of this defective machine returned to me. I want a new (not used) device placed in my vehicle with monitoring for 60 days without me having to pay for their defect which causes a significant hardship almost to the point of losing my job and having to take my chld out of school.

You have recounted my exact story, but I'm in Virginia. My name is Cynthia Hites and I can be reached at [email protected] or 1-877-888-6178.

Here is what happened to you and I.

I stopped drinking completely, and subsequently had NINE "high BrAC" events on two seperate Alcolock devices with two different handsets on two different cars.

I called the police FIVE times and have pics of the .000 breathalyzer and officer confirming the device simultaneously locking me out. I have been silenced by the Virginia Alcohol Safety Program's staff.

They took me to court under false pretenses, not even taking into account the elimination rate of ethanol. Alcolock extorts money for violation resets, even when data shows it CANNOT be ethanol due to elimination rate. They took all the monies, then dismissed the case after keeping it on 21 months. No one can acknowledge it because the system will crumble.

The devices are not ethanol specific. The devices contain electrochemical fuel cells that measure other alcohols, not just the compound in drinking alcohol, C2H5OH, (ethanol), which includes things like isopropanol, methanol, and countless other lightweight molecular alcohols.

This means they can pick up listerine, colognes, windshield washer fluid, and a many other outside sources of alcohols.

What they never accounted for is the machine's inherent ability to read internal (endogenous) production of alcohols. Ketoacidocis, pre-diabetics, people in fasting situations, can cause the body to produce acetone. Ketones spike after exercise, one of which - acetone - reduces to isopropanol and is read ("accurately") by the device as an alcohol. Tests haven't been done, but beta hydroxybutyrate and isoprene I suspect also trigger the fuel cell. Overproduction of candida and sacharromyces cerevisea leading to an imbalance in the gut biota, and many more human conditions can cause compounds of the functional -OH group, called Hydroxyls, to be produced. Non-drinkers produce even produce ethanol.

I was fasting, and I'm pre-diabetic so I my body was causing crazy readings they just kept sending to court. I kept getting stranded, embarrassed, confused, and tortured! I have sooo much data, pictures, videos, police reports and now scores of FOIA requests that are just so craaaaaazy damning to alll parties.

The bottom line is I have been working tirelessly for over a year to figure this out.

In Virginia, it boils down to the ignition interlock companies skirting the law because they are using the misleading phrase "ALCOHOL SPECIFIC" and using the laypersons' definition of alcohol, instead of saying "ETHANOL SPECIFIC". And the State allowing them to do it.

In my opinion, there are just a very select few people on the VASAP staff, (and of course, all the Interlock vendors) in the know, who are cleverly pulling the wool over a very well meaning body of people.

So I have drafted an amendment to the law here in Virginia, and I'm fixing to expose their very simple, yet complex scheme. Doing this here will ultimately sink Alcolock.

As Virginia goes, so goes the Nation, and I have more traction than anyone and I'm going to fight till my dying breath to expose the depth of what's going on.

I, Cynthia Ellen Hites, as a citizen of the Commonwealth of Virginia, pursuant to Virginia Code §2.2-4007, do humbly submit this petition for the following amendment to the Code of Virginia; §18.2-270.1, §18.2-270.2 and, respectively, Virginia Administrative Code 24VAC35-60.

I hereby propose each reference to "alcohol" in these statutes be amended to read "ethanol", as it is so defined in 24VAC35-60-20. The word "alcohol" scientifically refers to scores of compounds, thus the need to clarify the specific compound found in alcoholic beverages.

Ethanol, CH3CH2OH, (sometimes written as C2H6O or,C2H5OH), is explicitly defined by the Virginia law 24VAC35-60-20, as it works in tandem with 24VAC35-60-70 F, 3:

"24VAC35-60-20. Definitions.

The following words and terms when used in this chapter shall have the following meanings unless the context clearly indicates otherwise:

"Alcohol" means ethyl alcohol, also called ethanol (C2H5OH).]

"24VAC35-60-70" Ignition Interlock Device Specifications
F. Except where otherwise required in this chapter, all ignition interlock devices shall meet the model specifications for Breath Alcohol Ignition Interlock Devices as set forth in the most current model specifications published in the Federal Register by the National Highway Traffic Safety Administration and operate reliably over the range of motor vehicle environments or motor vehicle manufacturing standards. At a minimum, the following specifications shall be met:

1. The ignition interlock device shall work accurately and reliably in an unsupervised environment, at minimal inconvenience to others, and without impeding the safe operation of the motor vehicle.

2. The ignition interlock device shall be able to analyze a specimen of alveolar breath for alcohol concentration, correlate accurately with established measures of blood alcohol concentration, and be calibrated according to the manufacturer's specifications.

3. The ignition interlock device shall be alcohol specific, using an electrochemical fuel cell that reacts to and measures ethanol, minimizing positive results from other substances.

These two sister statutes assure ethanol is the only compound legally intended to be detected by certified Breath Alcohol Ignition Interlock Devices. (BAIIDS)

The misleading phrase "alcohol specific" is being used to give the impression the BAIIDs are specific to ethanol.

Aside from a gas chromatograph mass spectrometer, science has yet to achieve an ethanol specific device, much less one capable of immediate ethanol detection.

Due to the lack of ethanol specific technology, an inherent dissipation time is needed to confirm or refute ethanol ingestion, as the BAIIDs in all probability read some or all compounds within the functional -OH group (the hydroxyl group); aldehydes and ketones (carbonyl functional group).

The State of Virginia is purporting to contract companies who can manufacture an ethanol specific ignition interlock device, which currently, is scientifically impossible.

The State has contracted five vendors who claim their devices have "alcohol specificity", and it is this simple and misleading phraseology that allows each of these companies to circumvent the Virginia Law that ensures the devices be specific to the compound ethanol (C2H5OH).

VASAP staff Special Programs Coordinator, Christopher Morris, is aware of the fallibility of the BAIIDs, and advised me personally of it in a phone call on February 21, 2017; at approximately seven minutes ,15 seconds into the conversation. Mr. Morris states:

"Of course it's gonna pick up non-consumed alcohol. I tell people it picks up anything that ends with -ol"; ethanol, methanol; Now if you have, sometimes people smoke cigarettes, but we can tell 'cause it clears pretty quick. Um, I have not run into, we did have an incident, and actually reviewed it thoroughly through a chemist, with acetone. Acetone itself, itself, I say that underlined, will not trigger a fuel cell. Acetone in combination with some other unique things that somebody could be have going on, could possibly. So the piece here is, is there something going on? Now I'm not a doctor, so I have no idea. Uh, based off of some of these readings, I see Kim had no choice, the report doesn't tell her either way so she has to (inaudible).. The latest one on the 16th, I can tell that's not, um, because of the reading from 9:18 to 9:28am drastically drops, so I know that's not alcohol." .

This simple amendment will serve to reflect current intended legislation, and clear up confusion of any potentially misleading language. The alcohols methanol, isopropanol, cholesterol, menthol, sorbitol, cortisol, etc, and acetone are almost certainly detectable by these devices, resulting in the grievous punishment of constituents innocent of ethanol consumption.

I beseech you to ponder and enact this simple change in clarification to ensure the integrity of the VASAP ignition interlock program.

Simply changing each reference in the law from "alcohol" to "ethanol" will prevent this longstanding game of semantics that's currently ensnaring Virginians who are innocent of BAIID violations, while greatly strengthening the integrity of the System.

Please find attached, in its entirety, the recorded phone call referenced above, from February 21, 2017, between myself and VASAP staff member Mr. Christopher Morris.

Mr. Morris is in possession of all alleged high Breath Alcohol Content (BrAC) readings obtained by myself, including graphs, spanning ~40 readings in thirteen months; occurring on nine individual days, on two different BAIID models, in two separate vehicles.

Despite many months of complete alcohol cessation, I was accused repeatedly and relentlessly, by BAIIDs, of ethanol ingestion, during which in each event, C2H5OH was excluded concretely, by way of extreme dissipation and/or absorption rates.

Mr. Morris is also in possession of detailed individual police reports obtained via the Freedom of Information Act, numbering seven, documented during which police officers were summoned at the time of each personal alleged consumed ethanol event, and promptly administered PBT breathalyzer tests resulting in .000 BrAC readings; in simultaneous and direct contradiction to the BAIIDs. Morris also possesses the results of exonerating urinalysis.

Incidentally, also in possession of all the documents referenced above, is VASAP Executive Director, Angela Coleman.

Along with Morris, she was notified of the concerns, and given paper copies of all aforementioned proofs, by mine own hand, on June 9, 2017 in Richmond, VA at the Commission on VASAP Quarterly Meeting.

To my knowledge, after being informed of the devices' flaws, and the myriad of details involved in my personal Case Study of Internal Events, absolutely no action has been taken to investigate and remedy the situation.

Please amend this law to reflect the will of the People, of which I am one.
