To Whom it May Concern,I am responding for the second time to patients concerns regarding medical records chargesIf you reference the US Department of Health & Human Services Heath information policy you can note that the Privacy Rule " permits the covered entity to impose reasonable cost-based feesThe fee may include cost of copying, supplies and labor" It is standard practice in medicine, just as in law, to charge for copying and administration cost with respect to patients medical recordsI believe that the information that is official and referenced above should suffice to explain office policies and proceduresMy practice has never charged any membership fees nor has participated in any concierge and these charges were well within reason Sincerely,Ilena Esparraguera

I am rejecting this response because:
It is non-responsive to the issue at hand.  The problem is not with the doctor it is with the office practice.  The particular complaint is being charged a $50 fee to get my own medical records.  I will regard the matter as closed since it is clear that the business does not place a high value on customer satisfaction.
