Review: On Friday evening, April 3rd our electric lines to our well pump were severed by a farmworker plowing our fields. That night, I reconnected the electric lines yet the pump still would not run. We called the pump guy in Cheney ([redacted]), but didn't get an answer. The next morning (Saturday), my wife called around and got a hold of All Seasons Well and Pump ([redacted]). She asked if they work on the weekends, and he said, "We work every day". There was no mention of a special rate for this work, nor did he explain his service call costs. [redacted] called me back around 9:00 Am and told me that he was receiving many calls for service that day and that he would come to us first.

He arrived at 10:00 AM or so and quickly diagnosed that we had a blown fuse in the downstairs shut off. These are visual fuses, which I had check, and neither showed that they were blown. He said that yes it is blown (he had a special meter that shoots electricity through the fuse and there was no connection. He said that sometimes, yes, these fuses can be blown without the visual. He replaced the fuse with one that I owned (I keep a box of new fuses), and the water tank started filling immediately. This took 10 minutes.

Back outside, he told me that I had the wires connected correctly, but that he could shrink wrap them to fit inside the conduit better before I re-buried the conduit. I told him to go ahead. This took an additional 10-15 minutes. We shook hands, and he said he would email me the [redacted]. He left around 10:25 AM.

Later that day or the next day, he emailed me a [redacted] for $380. The [redacted] was itemized, but the rate said: Labor: After hours charge hourly - 1.5 hours, $217.50 per hour - $326.25. The supplies were $22 (Wire shrink seal kit, Hose clamps, conduit). The supplies seem reasonable to me, but he is over [redacted]ing the labor. As I mentioned before, he was at my house for 25 minutes. He is [redacted]ing me labor for driving to my house (about 30 minutes) and for driving to his next job (30 minutes). This is unethical to me as the next client will also be charged (according to my [redacted]) for the drive to his house as well. He would then be charging two clients for the same 30 minutes.

I tried emailing [redacted], and called him on his work phone and his cell phone (he gave me his card when I left), and he never responded. On Friday (4/17/15), I sent him by "snail mail" a copy of the [redacted] with a note asking to speak with him about the [redacted]. Last night, Sunday (4/19/15), he resent the [redacted] by email and stated that he was giving this over to collections because he could not adjust the [redacted]. He never has spoken to me about this dispute despite my desire to speak with him about this.

I responded by email to himDesired Settlement: After speaking with our usual pump guy ([redacted]) on Monday, he laughed when he heard the charges for what was done. He said that job, even on a Saturday should have been no more than $200. I feel that there should be a service charge for coming to our house ($80 or so) as the other repairmen we have had to our house have charged, and a separate [redacted]ing for the labor (30 minutes in this case). With the $22 in supplies, we would be looking at around $215 or so. This would be reasonable to me.
