All Weather Insulation

The company sent me a statement for the work I had done on my house along with a refund check of the amount I over paid the company. The check was $40 short. When I talked to [redacted] from all weather insulation, he stated there is a fee for calling the electrician, so he can send me a check for $40, but then I'll need to send him the check for 10% of the cost for the electrician, which would be $66. I told him this fee should have been included in my statement/bill, but it wasn't. He was very rude and insulted my husband for previously building homes, but no longer doing it. I told him this is poor business practice. You should properly bill somebody for something instead of just keeping money that is not accounted for. This company has a free $40 of my money that I will never see again. He also refuses to send me an itemized statement from the electrician, which seems suspicious to me. I need an itemized electrical statement for a lawsuit against the previous homeowners.
