I am sorry that your application was not chosen to rent the property in question. At the time Kia responded to you, she did not have any applications. It's true that at that point in time, it looked like you had first dibs on the property. She did not promise you the property; she...

simply stated that she didn't have any applications at that moment, and told you that you could apply. Unfortunately, another party applied before you. I've attached a document that shows the other applicants (a husband/wife) applied at 4:26 PM and 4:49 PM on 3/23/16. Your application came through at 4:53 PM on the same day. I'd like to point out that although it's a requirement that all persons over the age of 18 apply, your wife did not submit her application. Therefore, your application package was incomplete and this is a moot point but I'll continue as I do want to clear things up. We ran your application along with the application of the other party that applied. (We had another party apply the next day and you will see we did not run her application as we already had to parties apply the previous day.) When all things are equal (meaning both parties have good credit, no criminal history, make 3X the rent, etc.) the property goes to the applicant who applied first. This is what happened in this case. Again, not to mention that you submitted an incomplete application because your wife never applied. 
I already authorized your application fee to be refunded to you in the amount of $35.00, as was conveyed in the follow-up e-mail from Kia. If you'd still like to collect that, you may call me at 206-577-1214 and I will issue you a refund. Please note that this is a courtesy as our website clearly states that the application fee is non-refundable. I'd also appreciate it if when you call you do not tell me to go[redacted] myself as you did the last time we spoke. I am not surprised Kia never called you back as no-one deserves to be spoken to in that manner, and I'm sure your demeanor with her was less than pleasant.
