interior contents prior to the project start date.  We also explained the process with permits, including the associated fees.
 
The first page of the contract, which the client signed on 11/13/13, addresses the mark-up fee for the permit as well as the requirement to remove contents from the area to be treated.  Our team was prepared to begin the work on 11/14/13 but were asked to reschedule as the work space had not yet been emptied.  We return on 11/26/13 and the contents had only been partially removed.  At this time, we agreed to a reduced scope of work and reviewed the new costs associated with a charge order and new permit prior to rescheduling the work.  The permits from AQMD are non-transferable because they cover specific jobs over a specific time period, to be conducted by the company that applies for the permit.  In order to split the initial job into two phases, a second mobilization fee would be required to complete the second phase of the job, which was explained to the client, along with the reminder that permits from AQMD are non-transferable. The team returned on 12/12/13 to complete phase one of the project.  On 12/16/13, we sent yet another reminder to the client that the permit was non-transferable.  
 
We believe that we have met the terms of agreement.  The $120 mobilization charge is already a reduction from the initial fee of $350.  The contract clearly states on the first page that the work space needed to be empty, and the client signed the contract prior to Alliance beginning any work.  Our team arrived ready to complete the job but were unable to do so.

Review: Deceptive business practices. After terms were agreed upon and a non-transferable permit was pulled, Alliance tried to raise their price last minute.I contacted Alliance to get some asbestos removal work done. They provided an estimate that was far below any other we received. After signing the contract, [redacted] (who I was working with at Alliance), said "by the way there will be an additional $800 for the permit". This should have been made clear up front. They artificially made their offer look lower by not including the cost of the permit. In addition the permit is non-transferable and owned by Alliance, this was not made clear to me either.Against my better judgment I moved forward and made an appointment to begin work. On the day of the appointment the workers show up and say they can't do any work because the house needs to be completely empty, no furniture or anything. This was not mentioned to me at all, nor do I see it mentioned in the contract. This was a waste of both mine and my wife's time.Nonetheless I didn't make a big deal of it and worked out a plan with [redacted] to do the work in two phases, where I would move the furniture out of one half of the house to the other and they would to do the work in the half that was clear. And then vice versa for the other half of the house on a separate day.Two weeks later, on the day before work on the first phase was to begin, [redacted] sends me a text message saying that he wants charge an additional $375 for the second phase of the job. At this point I could not take any more. This really should have been made clear up front. This is deceptive behavior on the part of Alliance and [redacted]. I cancelled the second phase of the job but went ahead with the first phase as I could not take any more delay in the work.Now, Alliance is withholding approximately $120.00 as a fine for the first time they came out and they could do no work. This was a result of negligence on the part of [redacted] and I should not be stuck with this fine. In addition, as the permit in non-transferable I will have to purchase an additional permit to do the rest of the work.Desired Settlement: I am seeking the approximately $120 being withheld to be refunded immediately. In addition I seek the cost of the $858.75 non-transferable permit be refunded to me. I can longer work Alliance as I do not believe them to be a trustworthy company.

[redacted] WON'T ANSWER CALLS. TERRIBLE CUSTOMER SERVICE. PROMISED TO GIVE ME INFO ABOUT SERVICES PERFORMED AND NEVER DID. HAVE TRIED CALLING MULTIPLE TIMES AND NO ANSWER. WILL NOT DO BUSINESS AGAIN. HIGHLY DO NOT RECOMMEND!!!!!

Avoid this company at all cost! Id give them negative 5 stars if I could I've dealt with horrible company's but this one by far is the worst. First they came to do a heat treatment in my apartment and the heat breaks my tv. I have to keep bugging them about it finally they send some guy to my house, don't even pay him the guys asking me for the money for the trip and tv repair guy runs off with parts from my tv and now won't answer my phone calls or return my voicemails, oh and I gave him $160 to order the parts for the tv. It gets better 2 weeks after the heat treatment I find another bed bug alive, after calling and texting (another issues I have with alliance more specifically CHRIS he hardly ever answers his phone or returns text messages) they finally come out again to do another heat treatment and the very first night after the second treatment I find a bed bug crawling on my wall. Now it's been a month I have a broken tv, and bed bugs I'm worse off than before this company ever came into my life. Be fair warned stay away even if it means paying more it's not work the headache this company will make u go through!!
