Review: Greetings.

I am reporting the criminal actions of the company, Allied West Construction, who was contracted to replace the sidewalk and curb on Carmi Street in Sacramento, 95828.

Since my family and I are third person victims of their criminal actions, we were not a member of the project contract, therefore the California State License Board (complaint #NA [redacted]), although fully supportive, empathetic, and in agreement, is unable to assist us. CSLB regulations state that only specific members listed in a construction project contract may seek reimbursement from their authority.

We moved into our house (7253 Carmi Street, Sacramento California) on September 16, 2014. When we moved in, we noticed that there was a large pile of small rocks on our front yard, stored by the construction company working on the public street in front of our house, Allied West Construction (AWC). I asked one of the workers, "When is this going to be moved?" The worker said, "Soon, soon man." I stipulated and said, "Fine." Four days later on September 20, 2014 the rocks were still on our front yard. I found the worker with whom I had spoken, and said, "It's been four days, you all need to move these rocks off of our front yard." The worker said, "Okay, I'll talk to the supervisor." Less than ten minutes later, AWC moved the large pile of rocks off of our front yard with their backhoe.

On September 23, 2014, at approximately 1000 hours, while my family and I were inside our house, I noticed the AWC workers walking on our front yard (Trespassing PC602, PC602m, PC602.5(a), PC602.5(b),) utilizing their garden hose (Equipment used in the commission of theft of utility PC488c, PC498c(1)) to steal our water for their construction project (Theft PC484a, PC486, PC488, PC490, PC490a, Theft of Utility PC 496a, PC498b, PC498b(1), PC498b(3), PC498b(5). I went outside to talk to one of the workers and said, "Water's not free." The worker told me to go talk to the supervisor who was approximately 100 meters to the Northeast. I went to the supervisor and told him that water is not a free utility and he was not permitted to steal ours. The supervisor said, "5 gallons doesn't cost much." First off, the amount was much greater than 5 gallons, secondly, any amount of water (a utility) stolen is both unprofessional and the crime of larceny. I told the supervisor that he had not been allowed to steal our water, that we have to pay for any water used at our residence. The supervisor then responded by stating a very demeaning, unprofessional, and false statement, "Well, the county's paying for your house, isn't it?" I told the supervisor how unprofessional and inaccurate his inquiry was and that the professional statement would have been to say how sorry he was to have stolen from us and how he would never commit such a crime again. The supervisor then stated, "I already did say 'I'm sorry'." The supervisor never stated that he was sorry for stealing our water. I then departed his presence.Desired Settlement: The reimbursement we are seeking is as such:

1) A professional letter, on their letterhead, stating how remorseful Allied West Construction Company is for the theft of our utility and trespassing on our property.

2) Our next water bill to be paid in full by AWC.

3) $350.00 reimbursement for AWC's criminal actions against our family.
