After visiting NRPP Website and doing some research on recommended radon testing I contacted the owner of Alpha radon testing to test radon levels in a home I am purchasing. We exchanged several emails where He stated that he would do the testing, going so far as to say that he was an MLS member so he could gain access to the home. On the day of the test the owner sent his wife. I contacted the owner and asked him for his wife's certification number. He stated that she was not licensed or certified to perform radon testing but that she has experience doing them. I feel this was fraudulent. No where in his website does he indicate that he hands off the job to someone else to complete. His emails to me all say 'I? when referring to work to be done. His NRPP IID # is listed below his company information on every email. I paid for a test to be performed by someone I vetted through the NRPP only to have an uncertified technician sent in their place!

Desired Outcome

Billing Adjustment I want my money back. Owner of Alpha radon testing requested I send a check in the amount of $240 to his address prior to the testing date. I did so in good faith. I want a full refund as I no longer have any confidence that test results will be accurate and will have to pay another NRPP certified technician to retest the home prior to closing date.

Dear ***,
Thank you for taking my call, and offering to accept this response to the above complaint in this note. As you may recall, this was due to a glitch in the Revdex.com website that we had experienced yesterday morning.
As for my response, I would like to present three different parts.

First, during the course of conducting business for 42 years, to my knowledge this is the very first time that I find myself offering a defense before the Revdex.com. This claim in itself speaks loudly. Our integrity and moral principles are impeccable. We have built the businesses which we own on "word of mouth" and "personal referrals." To build successful businesses purely from referrals could never have been accomplished if we were dishonest. And I am able to offer you thousands of names of clients who would gladly testify to this fact!

Second, I am convinced that this complaint is a result of a simple misunderstanding by the complainant. I have never promised the complainant that I would personally come to the home which she is contemplating a purchase, set up the radon device, and return in 48 hours to retrieve the device. This is not typical service business practices. A manager's responsibilities are many. As a result, as a manager, I delegate work functions to other competent individuals, who perform the work assigned. In this particular instance, my wife *** had performed the setup of the radon device. As for competency, she stands alone at the top. With 35 years of experience, in both analytical and standard radon measurement, she has performed thousands of radon measurements. Never once has she erred. Her work ethics and knowledge places her at the very top in the Triangle area of North Carolina.
Unfortunately, the complainant did not allow me to converse with her, when she called. I would have be happy to give her a full explanation for any questions that she may have had. But, she did not allow me to speak more than a couple of sentences, and then abruptly hung up the phone. I am not quite sure why she objected so strongly. Was it because she wanted me only? If so, then the complainant should have made that very clear on the phone when we originally spoke. But she did not. Was it because *** was not certified or licensed? If so, I offer the following, using a different example: We owned three pest control companies (one in ***, and two in ***). In North Carolina, the pest control industry is governed by the North Carolina Structural Pest Control Division. This Division issues the pest control licenses. I passed the State exams and became licensed. But, it was actually the business entity in which the license was attached. Never-the-less, there were about 12 servicemen beneath me. They were not licensed or certified, but they were sent out to perform the work assigned to them. It was my responsibility to make sure that they were competent to perform the work assigned to them. This is typical business practice. There is absolutely nothing unethical or immoral about this. In the State of North Carolina, the radon measurement business has no licensing or certification programs or requirements. They simply do not offer any. On the Federal level, there is also no licensing program or requirement for radon measurement. But, the Federal level does offer a certification program, of which we conduct business under Alpha Radon Testing. It was my business decision to have had just myself go through the certification program only, and have other competant workers go out to perform radon testing under Alpha Radon. This surely is not dishonest. Nor is it unethical or fraudulent.
It is standard operating procedure for any service business company. In fact, the Federal certification program is not even required to conduct radon measurements in the United States! I can actually forfeit my certification and still continue to do business as usual.

Third, immediately following the complainants actions in abruptly hanging up the phone, I placed her payment in an envelope and mailed it back to her the next day, via her realtor at *** Realty.
This was costly for us. *** had to drive almost 70 miles each way, on two separate occasions, to set and retrieve the radon devices. And I did not charge the complainant for the travel expenses or trip charges. I simply returned her $ 240.00 check to her realtor, which fulfilled the complainants desired resolution before the complaint was even filed.

This is a case of "he" says "she" says. I have a chain of emails from the owner where he repeatedly says "I" when referring to the work to be done. I can send them to you if you like. I DID phone him and give him an opportunity to explain. He became defensive and at no point in the conversation offer to return my money or apologize for any misunderstanding. Yes, I did hang up, warning him that I was going to get off the line because the conversation was devolving into an argument and was unproductive. It was only AFTER I told him I was reporting him did he call my realtor ( several hours later) and offer to return my check. At that point I had ALREADY filed with the Revdex.com. I stand by my side of what transpired. The owner did not cash my check but I think his explanations don't justify his misleading emails. My complaint was an effort to warn the public that they may not get "who" they pay for. I thought I was paying for a certified technician to perform the radon test. I went to the trouble of finding someone vetted by the regulating agency. I could have performed a similar test myself with a DIY kit for a fraction of the cost, and would have done so had I known that he would send his wife in his place. She may be very qualified, but why not get her own certification? This might be a common practice, but it doesn't make it right. Radon testing is a matter of public health. If someone represents themselves to be certified & qualified to perform the testing then they SHOULD BE the individual to perform the test. If I take the time to research a specialist in a field and then that specialist sends his wife to do the job, no matter how qualified she might be, I have a problem with that, especially when the specialist never mentions that is his intention. Perhaps I should have reported him to NRPP, the agency that certified him, instead. I wonder if they would agree with his explanations?

In response to the most recent statement, please find the following. The complainant is correct in stating..."This is a case of 'he' says 'she' says." This is a matter of a misunderstanding. At this time I would like to offer the complainant my apology for any misunderstandings. In doing radon testing, I always perform the data analysis and report writing. And If I was aware of how strongly the complainant felt about having me to perform the setup and retrieval of the unit as well, then I would have surely honored that. Never-the-less, I offer my apology and I have already returned the complainant's check as promised, the day after our phone conversation.
