I did not say the breaker needed to be changedThe problem was a loose Neutral in the Electrical meter pan that was causing the flowering lightsThe breaker at the time of service was working fineI cleaned the terminals of oxidation build up for the neutral and the breaker terminals added Penetrox and reconnected neutral wire and feed wires to existing breakerI replaced breaker to the meter pan and replaced neutral wire to the neutral terminal.I am not responsible for any reimbursement of any funds for I did my job but will give her $back to keep her happyAs to an apology The services I provided was not a bad breaker at the time because here flickering light was no longer present for some time before the flickering light came back
