Alvarez Towing

I was looking for a small school bus to restore and convert into a RV. I found this one on Facebook Marketplace. 90% of the windows were broken out, which would been an easy fix for me.
I called Mr. Alvarez and he explained that everything was in working order, and the bus was in great shape it had been previously tarped due to the broken windows. His asking price was $2000. So we agreed that I could come and see the bus as long as I called him when I was close so he could meet me there.
My daughter and I set out from *** IN. to *** IN. much sooner than I expected, due to our scheduling. The trip was about 65 miles. We got there much sooner than expected, so I called Mr. Alvarez as soon as we got there. Mr. Alvarez was very upset that I was there before him and saw what I did before he got there. It was pouring down rain, the bus was in a mud pit, the interior was soaking wet. Needless to say I could not do a complete inspection. Mr. Alvarez was hiding many flaws, I did not give him the chance to them by arriving early but the rain did. We agreed on $1100 and $100 for towing. I told him that I would need time to get home and stop at the bank for cash.
Mr. Alvarez got to my house before we did and was very nervous and hasty about the time, He handed me the title and I handed him the cash. I asked for a receipt and he got irritated and said I didn't need it he signed the title off and that's all they need. On his way out I noticed that I was holding an out of state title. The BMV would not Transfer the title, said it needed to be in his name first. Mr. Alvarez said he would take care of it and he made an appointment with the BMV.
I contacted the BMV and they noted there was no appointment anywhere in Indiana for Mr. Alvarez. I now have a non running bus, missing catalectic converters, an out of state title, no receipt, and no way to plate it.
