[redacted] does not have all of the details needed with regards to international shipping, and he should have had this clarified by his shipper in [redacted] at the time of the shipment. As per the terms he entered into with his forwarder in [redacted], all of the Ocean Freight and Insurance has been prepaid up to arrival port. When shipping LCL cargo, there are CFS arrival fees for the consolidated container unload, and various terminal charges. All of these fees are a requirement to be settled before the cargo can be delivered. I can understand his frustration, not having experience in this complicated area, however, this does not change the arrival requirements.  
 
Unfortunately, the fees are all at cost, and American Cargo Express, Inc. does not have the ability to negotiate these costs as they are payable to the US Customs Bonded CFS station.
 
I would be happy to have our staff explain this again to [redacted] but he is adamant that he feels he prepaid this, which he has not. He just needs to speak with his forwarder to confirm the terms.
