The American Kennel Club originally received a complaint from litter owners Christine B*** and Rachel B*** which indicated the pup registered to *** *** *** should have been registered with limited registration statusThe litter owners provided us with a copy of their litter
records which indicated all pups from the litter should be registered with limited statusAccording to Chapter Section of the AKC Rules Applying to Registration and Discipline, the litter owner may choose limited or full registration for the pups from the litter at their discretionBased on the information provided by the litter owners, we contacted *** *** for his comments and the original Dog Registration application he received from the litter owners which would provide us information regarding the registration status the litter owners gave his pup*** *** did not provide us with the original application or any other documents relating to the registration status of the dogPlease note, in order to register his dog online, *** *** had to certify the following: I (we) apply to the American Kennel Club to have a Registration Certificate for this dog issued in my (our) name(s)I (we) certify that I (we) acquired this dog directly on the date stated above from the Litter Owner(s) or the Former Owner(s) and if applicable, that I (we) have complete written authority from the other owner(s) to submit this application to register this dog in all our name(s)I (we) understand that upon request I (we) will be required to provide to the AKC any such written authorizationI (we) certify that if this dog was transferred from the Litter Owner to another person(s) that I have entered that information at the appropriate place and will maintain the original applications, certificates and/or supplemental transfers and provide them to the AKC upon requestUnfortunately, as *** *** did not provide us with the requested documentation, we were unable to assist him and we corrected the registration of his dog per our rules and policiesShould we receive the requested documentation from *** *** in the future, we will review the matter accordingly

I have provided the AKC with explanation more than sufficient to explain lack of the sales documentation requested and referred AKC to its own, online database and online registration system/process, designed and promoted by AKC to bypass the need for paper documentationAKC refuses to acknowledge (1) That its online registration (using a pin code vice paper product) is not accepted by AKC as valid registration in that it continues to use and advertise its online systems as complete and adequate; and (2) AKC has not addressed the legal issue that the owner transferred all rights to the dog (including registration) to me; and that follow up four months later to complain that the owner did not "intend" for the transfer of the dog to me to include registation rights (after providing me the registration pin) is insufficient for AKC to then delete my dog's full registrationIf the owner's complaint had been registered within a reasonable amount of time (say days) and had been submitted BEFORE AKC accepted my online registration using the pin, and BEFORE AKC had sent me final and full registration documentation (which precipitated my disposal of original sale paperwork), and had the owner offered (within days) a refund of the purchase price; then I would concede to the owner's perogative to delete my dog's full registrationThe facts, however, go undisputed by either the seller or AKC that (1) I purchased the dog in good faith believing the price included full registration; (2) I received AKC's full registration paperwork from the seller, including the full registration pin - verifying the seller was transferring the dog with full registration; (3) AKC accepted the online registration (using the pin provided by the seller); (4) AKC entered my dog into its database as fully registered; and (4) AKC sent me "documented proof" that AKC had fully registered my dog; and (5) upon receipt of the "fully registered certificated" from AKC, and after checking that the online database showed my dog as fully registered - I disposed of the original purchase paperworkNo where, in any of the correspondence has either AKC or the seller indicated which step (required by AKC's online registration process) I did NOT follow to the letterHaving followed AKC online registration process to the letter, and having received from AKC legal and full registration documentation, AKC cannot then retract the full registration of my dog on the grounds that the SELLER "didn't follow the AKC process" and the SELLER "didn't intend to sell full registration"It is the SELLER that did not follow AKC processes in that the SELLER did not fill out the AKC paperwork in the way required to indicate that full registration was being withheldAnd it is the SELLER that did not object until four months following the transfer of funds and product, and full registration by AKCAKC response continues to be non sequitor, without legal groundscontrary to its own established processes, and showing extreme prejudice in behalf of breeders who frequent its services.

*** *** submitted payment on behalf of a club for recording services. Payment was accepted by the American Kennel Club on 4/**/15.On 4/**/15, a duplicate payment was erroneously taken by American Kennel Club. American Kennel Club had no way of knowing the error was made.On 8/**/

[Your Answer Here]Every year the State of Utah mails me paperwork to registermy car. The paperwork includes identification information and a pin. I use theid info and the pin to register my car. Once I receive the paper copy of thenew registration through the mail I dispose of the id info and pin paperwork becausethe printed registration from the DMV is now the source document for myregistration. AKC runs nearly the identical process. I received from thebreeder documents containing id info and a unique pin. Using the id info andpin I registered my puppy on line. After receiving a printed certificate offull registration through the mail from AKC, I discarded the id info and paperwith the pin. The certificate of registration issuedf by AKC becoming thesource document.Four months later AKC told me they had un-registered mypuppy based on a complaint from the previous owner that they had not meant forme to have full registration. (A ploy used by breeders to reduce free marketcompetition.) Please note, the AKC did NOT ask me for the original id info andpin prior to un-registering my puppy. They simply informed me that it hadalready occurred. AKC stated that their policy was that the breeder/previousowner could decide unilaterally the level of registration my puppy would begranted, even months after the breeder sold their interest in the puppy to me. Idid not have a receipt as I was not provided one by the breeder, thinking theAKC registration id info and pin were sufficient – which they were until thebreeder objected, indicating they had not “intended” for me to have fullregistration, even though the AKC paper work provided me included the full idinfo and pin intended by AKC to provide full registration. (The breeder controlsdistribution of the pin. They now claim – months after the sale – they didn’tmean to give me the pin.)The AKC’s assertion that the breeder has indicated the litter to belimited registered is irrelevant and misleading. The breeder can sell eachpuppy in the litter as fully registered or limited registered as they see fit.The only guide for the buyer is the AKC paperwork received. If the pin is onthe paperwork, the puppy can be fully registered. AKC accepted the id info and pin I provided online for mypuppy’s registration, just like the State of Utah accepts my car registration.AKC issued me a certificate of registration as a new source document, “proof”that AKC had fully registered my puppy just like the State of Utah providesregistration work for my car. Four months after the breeder sold their interestin the puppy to me, the AKC unregistered my puppy on request from the breeder.This is unacceptable. The breeder lost all legal interest in the puppy when itwas sold to me and registered by me with the AKC. I do not accept AKC’sassertion that the breeder retains a legal interest in the puppy they sold mefour months after the sale is complete.
