Re: ID ***Dear Mr***:I represent Andrews Auto Towing, Recovery & Hauling, IncThe purpose of this letter is to respond to yours dated April 11, 2016, with ID * ***.On November 12, 2015, at approximately 11:p.m., a *** *** vehicle was towed by my
client at the request of Andrews Air Force Base subsequent to the arrest of the alleged owner [“MrX”] and impounded via Joint Andrews Air Force Security Forces.Upon first contact by MrX via telephone, he was made aware of the vehicle's location, the fees assessed with impounding the vehicle, and was provided with a verbal list of the documentation and instructions needed to recover the vehicle.It was alleged by MrX that my client was in illegal possession of the vehicle and that there was an ongoing investigation through the Justice Department into the Joint Andrews Air Force Security Forces for the theft of the vehicleMrX made threats to my client that the vehicle must be returned without charge or my client would become part of the investigationThe requirements for recovery of the vehicle were once again reiterated to MrX and he stated that he is “not paying a tow bill.”My client had subsequent contact with MrX via telephone on multiple occasions wherein he was continually advised of the necessary steps that must be completed to recover the vehicleMrX responded to the instructions with profanity and threats to the staff of my clientAfter multiple conversations where MrX's communications become abusive with my client and the necessary time provided by Maryland Law had passed, he was notified that the vehicle would be considered abandoned and sent to an automotive dismantler and recycler or scrap processor as authorized by statute.MrX refused to provide the required documentation or payments to recover the vehicleHe never came to my client’s place of business to attempt to retrieve the vehicle or the personal property within the vehicle, nor did he send an agent or representative in his stead. On January 14, 2016, the vehicle was legally processed pursuant to MdCode Ann., Transportation Article, Section 24-209, wherein my client made application by MVA Certificate of Authority to Dispose of an Abandoned Motor Vehicle to an Automotive Dismantler and Recycleror Scrap Processor NoThe vehicle was assigned to *** *** *** *** ***., Elkridge, MD on January 16, 2016, and left the possession and premises of my client.If you have any further questions or follplease feel free to contact my officeSincerely Yours,
