Angelina's Towing

I am a the daughter of a elderly (89 year old) Resident (***) of *** Apt (*** Phila PA *** - A Senior Citizens Apt Building). I have a permanent visitor parking permit #***. She has congestive heart failure and I visit twice a week to assist her.
I also have health issues which required me to retire on disability terms.
On March 3, 2020 I was bringing my mother home from hospital release and as I was parking to take her in she said she had to go urgently use the bathroom. I rushed to get her inside and may not have put my parking placard on the mirror securely but I did place it there. It fell on the dash and the tow company claimed they did not see it. I put her in her wheel chair, and rushed her inside. When I came out 2 hours later my car had been towed. I was treated rudely and unprofessional by the Owner (Mike) and was threatened when I arrived that if I wrote on the ticket that I had a placard he would kick me out, and keep my car indefinitely. He also said things like, not my problem, happens to the best of us. I believe I was extorted and filed a police report. I complained to management at *** (Latifah R, Spvr) and she said she will not assist me in requesting a refund. Ms. R said: "she does not and will not require the towing company to require verification that a car is registered because it is too time consuming for the tow company to check with the security guard, nor does she think the security guards are competent enough to handle checking that each car is registered in ***'s manual. She said: She has no intention of changing this policy and will not get involved, regardless of circumstances.
