to you.According to ALPC, you were also mailed a revised billing statementdated September 1, 2016, deducting the $deposit refundALPCindicated you closed a previous account on March 23, 2015, in whichALPC issued you a refund after your previous deposit was applied toyour final billing statementALPC also indicated you were required topay a $deposit to open a new account in accordance with ALPCtariff provisions Establishment of Credit which stat~, "Eachcustomer will be required to establish and maintain credit satisfactory toALPC as a condition of receiving serviceA customer may be requiredto deposit with ALPC an amount equal to two times the average bill forthe customer based upon prior consumption history, or two times theaverage bill for the same customer class, whichever is greaterSaiddeposit shall be deemed as security for the payment of unpaid billsupon termination of service, and shall not impair any right of ALPC toterminate service as provided by these rules and regulationsNothing inthis rule shall prevent the requirement of additional deposit or a newdeposit when conditions warrantGovernmental customers may beexcluded from the deposit requirements as set forth above and in theschedule of fees and charges, depending upon the individual paymentpractices of any particular agency."
