To: *** ***Date: December 3, 2015Re: Customer ComplaintID#: ***:After receiving the complaint which was forwarded to me by our corporate office, I have contacted the Applus employees, associated with this incidentThe following is a timeline
and facts as best as I could determine from the customers letter and the information provided to me.The first two inspections conducted on the vehicle were performed at a private Authorized Test Facility (ATF), which has no affiliation with Applus Technologies, and they may set their own fees for the services performedThe initial inspection was conducted on July 8, and failedThere were some repairs performed on the vehicle in an attempt to get it to pass, at a non-Authorized Emission SpecialistThe second test was done on November 12, 2015, at the same ATF, and failed a second timeBased on the customers' letter she then proceeded to the Applus Testing Facility in South Seattle and spoke with our North Seattle Station Manager Josh, who was filling in at the South Seattle stationJosh, did review the paperwork and informed her, since the repairs were not performed at a Department of Ecology Authorized Emission Specialist (AES) repair facility, he could not issue the waiverHe then referred her to the Department of Ecology, the conversation ended and that was the last interaction between the customer and JoshThe letter she refers to from *** ***, authorizing her to "take care of the tabs" has no bearing on the issuance of the waiverUpon South Seattle Station Manager Jerri W***'s return to work she received a call from Department of Ecology Representative, Kerry S*During their discussion, Kerry instructed Jerri to contact the customer, have her return to the station and issue the waiverJerri contacted the customer informed of this and asked she return to the station so she could process the waiverThe customer did not return to the South Seattle Station, and Jerri never heard anything more from the customer.On November 16, the customer then proceeded to the Applus testing facility in Auburn, had a third test performed and again failed the testAfter completion of the test the customer went to a local AES repair facility (Herbs Auto Repair); again Applus has no affiliation with this repair facility; spent additional money to qualify for the waiver, then was tested for the fourth time at the Applus Auburn testing facility and failed againAt this time a waiver was issued as the repairs were now completed at an Authorized Emission Specialist repair facility.To summarize Applus Technologies has no authority over the private test facility (ATF), or the private repair facility (AES), and any disputes with them need to be addressed with them, or the Department of Ecology who oversees the emissions testing program, not Applus.In order to qualify for a waiver the customer must fail an initial test, have at least $worth of diagnosis and/or repairs performed at a Department of Ecology Authorized Emissions Specialist, and have an additional test performed after the diagnosis/repairsAs the first repairs were not performed at an AES repair facility the customer did not meet the requirements of the waiver, therefore Applus could not issue the waiver.If the customer had informed the employees at the Applus Auburn facility of the previous activity then the customer would not have needed one of the tests conducted at the Applus Auburn facility, but at least one would have needed to be performed to meet the waiver criteriaAt this time I would be willing to refund one $test fee for the tests conducted at the Applus Auburn Facility
